Washington — House Republicans are in turmoil after the party has split on votes that could result in deep layoffs for federal and city employees.

The cuts would affect police officers and potential unemployed workers who can build high-speed rails to name a few.

Among 60 programs in line for elimination included nearly $900 million in energy conservation and efficiency programs; $1.8 billion from the Environmental Protection Agency; and $75 million from legal-aid programs.
