WASHINGTON — The nation’s capital has all but lost its black majority, and African-American leaders are wondering what that will do to blacks’ political power.

Delegate Eleanor Holmes Norton, who represents the District of Columbia in Congress, will speak about the implications of the 2010 Census results at a forum Wednesday. The Census showed that blacks made up just over 50 percent of the district’s population.

The forum is part of the Congressonal Black Caucus Foundation’s annual legislative conference. It’s called “Black Power & the 2010 Census: Changing Faces and Changing Places in Urban Communities.”

Norton and other speakers will discuss whether black political influence will be weakened as African-Americans migrate out of cities.
