A Halloween decoration outside of an Apopka, Florida produce stand is causing quite a stir. Some people say a mannequin with a noose around its neck at Kathy’s Produce is an offensive reminder of the lynching of blacks.

Stand manager Charlie Pennington said the mannequin is the same one they’ve been using for years, except that this year they’ve added a wig and a dress. Someone called the Orange County Sheriff’s Office about the display this week. Two deputies who came out to the produce stand advised the owner to take down the mannequin for her own safety.
