WASHINGTON — Congress gave final approval on Sunday to legislation that would provide medical coverage to tens of millions of uninsured Americans and remake the nation’s health care system along the lines proposed by President Obama.
By a vote of 219 to 212, the House passed the bill after a day of tumultuous debate that echoed the epic struggle of the last year. The action sent the bill to President Obama, whose crusade for such legislation has been a hallmark of his presidency.

Democrats hailed the vote as historic, comparable to the establishment of Medicare and Social Security and a long overdue step forward in social justice. “This is the civil rights act of the 21st century,” said Representative James E. Clyburn of South Carolina, the No. 3 Democrat in the House.
After a year of partisan combat and weeks of legislative brinksmanship, House Democrats and the White House clinched their victory only hours before the voting started on Sunday. They agreed to a deal with opponents of abortion rights within their party to reiterate in an executive order that federal money provided by the bill could not be used for abortions, giving the Democrats the final votes. Democrats said that in expanding access to health coverage for uninsured Americans, they were creating a new program every bit as important as Social Security and Medicare, while also putting downward pressure on rising health care costs and reining in federal budget deficits.
Republicans said the plan would saddle the nation with unaffordable levels of debt, leave states with expensive new obligations, weaken Medicare and give the government a huge new role in the health care system.

WASHINGTON – House Democratic leaders predicted that a rare Sunday session will produce one of the most significant legislative triumphs in decades: passage of a landmark health care overhaul that promises to provide coverage to millions of uninsured Americans.
The chances for House passage increased Sunday afternoon after a possible agreement between Democratic leaders and Rep. Bart Stupak, D-Mich., who had led a group of anti-abortion lawmakers in opposing the bill, was revealed.
Stupak is now poised to support the bill, NBC’s Chuck Todd reported. Stupak told CNN that there is no deal yet but that he and the White House are “close” to an agreement. “It’s a work in progress,” he said.
House Energy and Commerce Committee Chairman Henry Waxman, D-Calif., also said that Democratic leaders been able to secure Stupak’s support.
The potential deal appears to be based on a promise that President Barack Obama will issue an executive order that would provide more assurances that no public money would be used for elective abortions.
“If we get this thing resolved, then they’ll have more than enough votes,” Stupak said on Sunday morning.

Washington, D.C. — Former President Bill Clinton made several phone calls Saturday to lobby wavering Democrats to sign on to the health care reform bill, Democratic sources told CNN.
Clinton made phone calls to an unspecified number of House Democrats on Saturday as leaders tried to round up the 216 necessary votes to pass the bill.
According to CNN’s latest count, 33 House Democrats plan to vote against the legislation. Thirty-eight Democratic “no” votes are needed to kill the bill.
On Saturday, President Obama made his last appeal for the reform, telling House Democrats on the eve of the historic vote: “Let’s get this done.”
“If you agree that the system is not working for ordinary families, if you’ve heard the same stories that I’ve heard everywhere, all across the country, then help us fix the system,” Obama said.
“Don’t do it for me. Don’t do it for Nancy Pelosi or Harry Reid,” he said. “Do it for all those people out there who are struggling.”
Obama’s speech came just hours after Democratic leaders decided to abandon a controversial legislative mechanism to avoid a direct vote on the health care legislation. They will now hold an up-or-down vote on the $875 billion reform plan that the Senate has already passed.

I am actually in “torn place” right now. Ummm well, I was one of the first Barack Supporters from day 1 even before he beat out Hillary. I also know for a fact that alot of the racist whites, do see PRESIDENT OBAMA, as a symbol of all blacks, therefore they do want whateeeeeeeever he promotes to FAIL. SO with that point, I do want him to succeed in everything because it will be like we are defeating those racist whites. This was a teachable moment for the Republicans and the Tea Partiers! I noticed early yesterday morning two anchors on Fox were quite humble in their conversations about the vote. Even Jeb Bush said in so many words yesterday, “They won, we lost!”. Either way America is on the right track now with a proper leader.
I don’t know what it is about President Obama he seems to have nine-lives or something. Just as I grow weary of his appeasing mannerisms towards the GOP, just when I have resigned myself to believe he and his administration have become ineffective, just when I am about to lose all hope (the day Scott Brown won Teddy’s seat!), the President pulls a magic rabbit out of his hat on Sunday night. So I vow right here and right now, to be patient with this President. To remember, change is NOT always swift but ever present once it arrives. Miracles do happen and I’ve witnessed two in the last year! From the man they said who would not become President to the man who delivered on his campaign promise of Healthcare Reform.

I’m glad you outlined what exactly you have a problem with in these reforms, and I’ll address as many of your points as time allows. I’ll do so because it’s a disservice to the rest of my community to allow a lot of your misinformation to go unchallenged, especially when you’re presenting yourself as a champion of the people. When in fact your argument is really just a series of excuses to perpetuate a status quo where the working poor, women, and the elderly are discriminated against and black folk specifically suffer fall victim to disease and infirmary at disparate rates due to lack of access and coverage.

The Medicare tax is currently 1.45% of income. The increase is less than a single percent and is being applied to individuals earning more than $200,000 a year, and households earning more than a quarter of a million dollars per year. That tax applies to less than 5% of the population and by no means is a tax on the working or the vast majority of the middle class. If covering more people and making that coverage affordable for the majority of Americans means people making a more than a quarter of a million dollars pay 1% more in Medicare taxes so be it. As for your state taxes, the federal government is not responsible for state taxes. You guys in California voted in the last action hero for governor, voted for a three strikes law and other zero tolerance polices that exploded your corrections budget without concurrently voting for the taxes to pay for it and now you’re reaping what you sew. Gut your corrections budget and you’ll be able to afford paying your taxes. Simple as that.
A 2.9% sales tax on medical devices is not cost prohibitive. The fact is that tax IMPROVES the system because it makes waste and inefficiency cost-prohibitive. As the millions being brought into the system are going to be paying below asking price for services, this will incentivize providers reducing waste of materials by at least that much to recoup overhead costs. Given the size of the subsidies and number of individuals finally becoming insured that 2.9% tax on medical devices is more than justified.
Your complaint about the tax deduction ceiling being raised to 10% is equally as petty considering the over-all benefit to the greater number of individuals who will now have access to care. You’re essentially saying the thirty million individuals that don’t have care now are less of a priority than maintaining a 3% exemption from taxes.
Your argument against taxing pharmaceutical companies and insurance companies is an argument against taxing any corporations at all. All corporations pass on their taxes to consumers. The health care industry has been unique in that they’ve managed to convince policy makers they should be exempt from taxation. If the guy that shovels snow out of my driveway has to pay taxes, why should companies giving million dollar bonuses to their execs and spending billions on lobbying congress get a free pass on taxes. Furthermore, you’re inaccurately describing the excise tax on insurance companies. For a family of four who spend $27,000 on insurance premiums will be subject to a 40% tax on the amount ABOVE that thresh-hold, so it’s not even the entire $27,000. More importantly the vast majority of people in this country don’t have plans worth that much. You’re asking the have nots to give up the gains from the reform law based on petty concerns about rather minimal tax increases that affect a small group of individuals at the top of the economic ladder.
Also, why should we believe YOU over the Congressional Budget Office? The CBO has analyzed this bill and stated specifically that it will reduce costs for most Americans while REDUCING the deficit. It’s one thing to be confident, it’s another thing to arrogantly dismiss the findings of EXPERTS who analyze these things for a living. Nobody of significance is challenging the CBO on their conclusions. The biggest issue regarding costs for this plan is the ASSUMPTION that future congresses will NOT remove the taxes created by this law to pay for itself. That being the case, the argument about costs isn’t a criticism of the law as much as its a criticism of FUTURE possible decisions by Congress. As nobody can control the actions of what SOMEBODY ELSE does in the future, it’s ridiculous to conflate fears about political behavior with fears about fiscal policy. You address fiscal policy and take care of Congress when the moment arrives.
Finally, there’s no need to lecture me about war or to justify your cynicism about politics and governance. We live in a world where you can choose to be relevant and actually make your words manifest in action or you can choose to be irrelevant and sit back complaining about what others have decided on your behalf. Nothing you have said here even begins to move anyone to action or to suggest viable alternatives to proposed solutions. I’ll ride with the President, who I have SEEN actually DO something for people typically considered to be of least priority to those defending the rich from minimal tax increases. I work on change within my community on a county level and I see what it takes to achieve even incremental progress, so I don’t expect ANY individual to single handedly solve all problems for all people. But when AN individual is able to HELP 30 million people through policy at the highest level of governance, I tip my hat to that individual while encouraging further action on the other fronts of import to our collective well being.
On that I don’t see how any reasonable person can disagree, so if that’s what we can’t see eye to eye on, of course you can expect your opinions to be challenged not only by myself but by every other reasonable individual that recognizes the problem with your perspective which prioritizes the haves over the have nots.

My point about the 2700 pages was that everyone seems to think that all this bill does is get everyone covered. They could have done that in a few pages. There are some really troubling aspects to this bill that even Republicans aren’t talking about. Abortion/population control, RFID implantable chips etc.

@Eolufemi. Here are a few things you have either omitted from your calculation are are not aware of. I will list a few briefly.
Additional Medicare tax on self employment income and wages. This
removes the current cap on wages subject to this tax and it will effectively move the top income tax rate from 35% to 43.4% within a couple of years. Add in the California tax again and would then be close to a 54% marginal tax rate. Because spending is so high we would still have $1 trillion dollar annual deficits even after this tax.
There is a 2.9% tax on all medical “devices”, which basically means
everything used in a doctor’s office or hospital. Including gowns, syringes, and the like. This will increase health care costs for everyone who does not get free government insurance.
The deduction for Medical expenses is currently limited to those
expenses that exceed 7.5% or your income. This will be raised to a threshold of 10% of your income. This means that fewer people will get any tax relief from medical expenses they pay for themselves.
A tax on self-insured health plans. This is another penalty on those
who try to pay for their own health care.
A new tax on pharmaceutical manufacturers. This will raise the price
of drugs for everyone who does not get them from the government for free
A new tax on “Cadillac” health plans. This is an up to 55% tax on
any health insurance that costs over about $800 per month including employee and employer contributions. This tax does not apply if you are a union member or your plan is from AARP or Blue Cross Blue Shield of Michigan. These are major Democratic constituencies and they exempted them. For everyone else, this discourages comprehensive health coverage. Isn’t that what the BHO says he is trying to achieve?
There is a new tax on all ‘for-profit’ health insurance companies
(except for a few favored ones). This will also raise the costs of premiums
for everyone not getting free care from the government.
If you don’t buy health insurance (as dictated acceptable by a new
federal czar), you will be fined up to 2.5% of your income even if you pay
all of your medical expenses yourself. If your company does not provide said health insurance to all employees, the company will be fined up to $2,000 per employee.
In spite of all of these taxes, this bill will create deficits of at least
half a trillion dollars MORE than what we already have at the federal and
state levels over the next 10 years, and a great deal more after that. So,
lots more taxes, lots more spending, and lots more deficits. The time at
which the Treasury will not be able to sell debt any more, except at a huge
rate, is approaching fast. America, in my opinion with this bill, is much
more likely to collapse under the weight of our own fiscal excess than to be seriously threatened by any external force.
Finally, I really wish BHO would bring all troops home, and use the 1Trillion used to support the 140 bases and the two wars like he promised, to help offset this additional cost. That same CBO has predicted Billions more added to the debt in the first 10 years and then 1 trillion in the next 10. Of course, you have absolutely no regard for cost. But ask yourself, WHO do you think will pay for this? See, you have to understand something, I don’t have a real huge problem with the government subsidizing this if they want to, but DON’T do on the backs of those who can least afford it. Why is that so difficult for you to understand? Billionaires across the world have increased their wealth by 50% last year, adding another 20% to the total number of billionaires. In a time of recession, rich people get even richer, while the wealth of the middle and poor man gets transferred. You, your family (unless you’re part of a rich family) my family, and all the hard working people who are scraping by will be asked, no FORCED to pay this tab, while politicians, Healthcare providers and Big pharma companies will make billions more. How do I know? Where was their opposition to this bill? There wasn’t any, because not only do they stand to gain, but they helped shape this bill. Why do you think the public option got killed, and why do you think the single payer system (REAL REFORM) never even made it out of the gate. This was such a slick marketing job, that when you’re getting squeezed dry for every extra penny you have, you won’t even realize, or connect the dot back to this bill. Also, watch the stock market for companies dealing with Pharma and Healthcare providers, it will rise sharply now. It’s a big shell game my friend.

You can’t lecture someone on being “realistic” right after you just asserted a sixth of the economy could be restructured in a couple pages of legal text.
As for HSAs, I think this is another case of you being unrealistic. Disease or accidents are not predictable, nor are the general costs of preventing or treating the two affordable for most people whether they save or not. Hence the necessity of “insurance” which spreads the costs for individuals across a large group of individuals making those costs more affordable for everyone in that pool. As it stands, there are many irresponsible people claiming as you are claiming here that they will just pay for their own care out of pocket should the need rise. Obviously, this doesn’t happen when their care quickly surpasses what they managed to save before hand. Those costs get shifted onto the backs of the insured, tax payers, and small businesses.
The government therefore cannot afford to ignore the tremendous burden the former status quo was on the insured, tax payers, and small businesses.
Making your assertions to the contrary baseless. Most Americans will in fact pay less in premiums due to the subsidies than they are presently according to the CBO. The CBO also points out that due to the provisions exempting businesses with fewer than 50 employees from the mandate, these charges that small businesses will be hurt by this bill are false. 95% of small businesses would qualify for that exemption due to that provision.
All this conversation shows me is that most of the arguments against covering 30 million more people, reducing costs for the insured, building new community health centers, and eliminating discriminatory practices are based on misinformation and baseless talking points.
This policy is a win for the working class who are currently shut out of the system.
Taxes are a necessary evil, and I for one do not mind paying more taxes if it means helping other Americans with their health care costs. I have a six figure salary and feel like the health and well being of people should be the government’s priority. If that means the government has to reduce its spending on wars than so be it.
