The prospect of finally fixing America’s public schools looks better now than ever, but there’s still a chance that this golden economic and moral opportunity could slip away.

The danger lies in the possibility that Congress will delay action on education-reform legislation and that a left-right coalition of reactionaries will consolidate next year to upend the dramatic progress now under way.

Polls indicate that education reform – including merit pay for teachers – is popular with the public, but teachers unions still resist it. The nation’s biggest civil rights groups do, too.

And now tea party-backed candidates around the country are calling for abolition of the Education Department, the driving force behind reform. If Congress does not act this year to reauthorize the nation’s basic school-funding law – and chances are, it won’t – and if Republicans take over one or both houses of Congress, the consensus for reform could collapse and funding for it could wither.

President Barack Obama is proving to be a courageous “education president.” He has hired an aggressive education secretary, Arne Duncan, and has promoted elevating education standards, accountability for teachers and reorganization of failing schools, even in the face of criticism from unions and civil rights groups.

Obama and Duncan have accelerated a reform process started by George W. Bush with his No Child Left Behind program. The Democratic Congress approved $5

billion for Obama to award on a competitive basis to states undertaking reform. Eleven of them have won grants under Obama’s Race to the Top initiative, plus the District of Columbia, and 36 states instituted reforms to qualify for the competition.

Polls indicate broad bipartisan support for the elements of reform. ABC News found that 72 percent of parents support the idea of basing teacher pay on student achievement. The latest survey by the journal Education Next and Harvard’s Program on Education Policy and Governance showed that 62 percent of adults support maintaining existing federal testing requirements and 58 percent support toughening education standards.

The survey found little difference between Republicans and Democrats on most phases of education reform – merit pay, tougher standards and charter schools – but wider gaps on the influence of teachers unions and increased spending on education.

Ironically, in view of an opposition blast in July from big civil rights groups including the NAACP, the National Urban League and the Rainbow PUSH Coalition, the survey showed that support for Obama’s reforms is much greater among African-Americans than in the general population.

For instance, 22 percent of the public regards Race to the Top as an “unnecessary intrusion” into state and local school management, while 32 percent consider it “necessary to improve” schools.

Among African-Americans, those numbers were 12 percent and 48 percent. Fifty-four percent of African-Americans support merit pay for teachers, and majorities even support vouchers and tax credits to enable children to attend private schools, which are beyond even the Obama agenda.

Meantime, by 46 percent to 22 percent, teachers think that Race to the Top is an “unwarranted intrusion” and 63 percent oppose merit pay.

The unions, the National Education Association and the American Federation of Teachers, seem to reflect their constituents’ attitudes. The civil rights groups plainly do not. This summer, the NEA’s national convention passed a vote of “no confidence” in Obama’s program. NEA President Dennis Van Roekel said, “Today our members face the most anti-educator, anti-union, anti-student environment I have ever experienced.”

    Here we go! negroes are going to JUMP on the fact that the tea party supposedly wants to ‘abolish’ the Education Department…So not true…

    I’m glad I read about this a couple of weeks ago…The tea party doesn’t want to abolish education reform, that would put their own children in danger as well. They want to get rid of the gov’t playing such a large part in education ‘reform’. They want reform to rely on the teachers, staff, children and PARENTS involved. NOT state legislation that look to pad their pockets. Ya know, using outdated materials, books, as opposed to cutting state officials pay grades, vacation times, limousines etc, and pushing that money into schools.

    As far as Obama is concerned, ‘courageous education president’??? I think NOT. This is the same person, along with the loveable DEMOCRATS that are now in process of passing a law that would send 657billion toward the war efforts, thereby, CUTTING into education in order to do it…Now if anyone can ‘refudiate’ (I love that word..lol), what I have said here, feel free. Obama is the cotton pickin president, he should act like it if at all possible….

    The Department of Education needs to be revamped and slimmed down, but if the Department of Education is abolished and states become solely responsible for what’s taught in schools watch how quickly history will be rewritten in textbooks. Slavery will just be a footnote and all ethnic studies will disappear especially in red states. Every state will have their own standards. It will be just crazy

    They ARE saying they want to abolish the Education Department. They want it under the State’s control for some Fed-fund-limiting reasons and the reasons you listed.

    You can believe what you want, but eliminating the Education dept. is eliminating FAFSA: http://www.fafsa.ed.gov/ and all the grants that they provide. I would have never made it to the University level w/o it.

    -We’ve already seen the $10Bthat went to HBCUs
    -We’ve already seen how Race to the Top has benefited schools (DC in particular) with incentives and extra money
    -We’ve already seen the Billions spent to keep teachers in jobs and out of the unemployment lines

    The man IS an education President. What I’m more surprised about is the fact that he CONTINUES to push for education reform and increased funding during this recession.

    Surprised, but I am loving this. I’m not a big fan of unions, but I am a fan of teachers (unions do NOT equal individual teachers).

    @Johnny_Walker. No doubt the FAFSA is a program that helps many, dare I say millions of students. Consider this though.

    I did some reading on this “race to the top” program. Did you know that in California, the state requirements for education were the toughest in the country including those requirements in the program? But guess what, in order for California to qualify for the 700M, they had to adopt the lesser requirements. So basically, the children of California will be subjected to less stringent requirements because they want and need to get that federal funding. How is this possibly a good thing? I know you’re a strong advocate of education, but the fact is, when you have one Federal agency with one set of guidelines, you stifle innovation and programs that could possibly be tailored to the specific needs of their students. With that said, the Dept of Education needs to be eliminated and let the states take care of it. Guess what will happen, each state will ENSURE their states education is top notch or fear mass exodus. Eliminating the Dept of Education doesn’t say states still can’t receive funding to run their own Financial aid programs, or even establish their own. People always jump to the wrong conclusion that eliminating the Dept means getting rid of the programs that are in place.

    Listen, there is a guy named Dan Myer who has come up with an innovative way to teach math to his students. It’s a wild and crazy idea, but instead of teaching children how to “decode textbooks” he teaches his children how to solve problems by actually gathering the pertinent information themselves. As you know, textbooks typically provides you with the components/information and then you just apply the correct formula and viola. His theory is, when you’re out in the real world, its rare that all the components of a problem are handed to you in a neat package. You have to be able to figure those out to. This is the type of innovation schools need, but when you have FEDERAL guidelines you have to follow to get money from the Government, what do you think School districts will opt to do? What’s best for the children or best for the ledger?

    @Angilix. These textbooks are ALREADY seriously lacking. Hell as far as I’m concerned, I would rather slavery be a footnote and have real black history be the focus anyway. The thing is, when education can be administered on a state level, the people have better chances of having a more positive impact in this area. Back in the early 90′s, there was a group of educators who wanted to change the NYC PS curriculum to a more afrocentric course of study to better reflect and address the needs of THEIR student population. But when you have a FEDERAL guideline, you don’t have the latitude to tailor subjects to the needs of your students. In their view, there is a strong correlation with the disproportionate drop out rates of black and hispanic students and the garbage they are forced to learn about themselves. If this is not addressed constructively, you can throw BILLIONS after BILLIONS at these schools and the only net result will be freshly painted hallways, up to date computer equipment, new football stadiums, olympic sized swimming pools etc. with the same failing student bodies. One size can’t and shouldn’t be made to fit all.

    Ahhh, you dropped that famed list of good deeds! Applause applause…NOW go back and find me the part where Obama and his democrats are spending 657bil on the war efforts and CUTTING IT FROM EDUCATION. Is there any wonder WHY groups are asking that ‘big’ gov’t be kicked out of the reform process??? See if the states pull away from the ONE fraction of education reform, then the gov’t will have to seek elsewhere for funding their BS projects, and won’t be able to take from who needs it the most….Children.

    Eliminating education department doesn’t mean getting rid of certain programs in place, it just means the states themselves can dictate what is best for their students. That’s the same thing as asking EVERY person in America to go see the same exact doctor, at the same time, when they all have DIFFERENT needs to be met. And I’m sure even you can agree that smaller, when it comes to education, is indeed better.

    Just know that my original comment was much more moving and unrelenting in its logic and intensity than this one. lol This is me paraphrasing:

    I feel you, but government oversight has to account for the lowest achievers. If anything, your CA example is a clue that there should be/have been a caveat in the Race for the Top legislation for those overachieving schools, so they weren’t hurt in all of this.

    The other thing was that the States do not have the funds to compensate for the BILLIONS of dollars that FAFSA and other Fed Grant programs provide every school year. In order to avoid the NEED for Federal incentives (since you want govt out of the process) they would have to do some major internal renovations to recoup the lost funds they will no longer receive. So basically, the state officials would have to take lower salaries, eliminate wasteful expenditures, and reallocate funds to support their individual education budgets, just to make sure that K-12 and colleges can stay in business. lol See the joke in there??

    Some states ‘may’ take on the challenge, but it should be an accepted fact that without oversight, many wrongs WILL take place. The states are pretty much like a classroom full of kids right now. Some will work hard toward a greater good, while others will simply do NOTHING or act selfishly. Without proper oversight, what’s the impetus for States to push for Education? What’s a ‘low achieving’ school if there are no guidelines? Maybe we’d be able to rid ourselves of those terms (low/high achieving), but the truth would still be plain to see: if you live in a less affluent area, your education is pretty much a crap shoot. That same phrase can be used today as well, the difference being that we have Federal programs aimed at curtailing the low grades today. Without the Fed, those schools will have no chance and just FAIL, period..instead of being revamped and incentivized. Looking across the U.S.A., how many State-funded Education programs are working? How many of them even have funds anymore?

    To go along with that, the very same hatred that people have for bigger Federal government since Obama’s Presidency (weird coincidence) is the very same hatred that States will receive once citizens realize that the States will have utter and complete control over what their kids will learn and more importantly HOW they learn. This End the Fed thing isn’t a means to an end that will actually accomplish anything that we don’t already have at our disposal. It’s a move in the right ‘direction,’ but the tactics to get there are incredibly shortsighted.

    So what I’m saying, is that the majority of the States can’t do as well on the education front without this additional assistance and oversight from the Fed. This is made clear by the fact that even WITH govt. assistance, States are still failing all across the country. Hence the need for programs like NCLB and RttT in the first place.

    Just as a preface, I know a lot about the Fed Govt stealing funds from schools, I just don’t think that it warrants a total disembowelment.

    I didn’t address your War funding comment, because as far as I can recall, it is a removal of education funds that the States would NOT even have been allocated without government oversight.

    So, basically, (if I read correctly) you’re saying that the government shouldn’t take funding away from schools that they “shouldn’t” have given them in the first place. Could be just me, but I don’t think that’s a good enough reason to disband the entire Department of Education. It’s just a knee-jerk, emotional reaction to a very complicated issue. Reworking is one thing, but destroying the entire agency for some instant gratification is like bombing your electric company because you don’t like the rates..well guess what? You’ll really hate it when they’re gone and that instant gratification will grow old over the decades that it takes to rebuild from the ground up.

    Oh yea, and let’s not forget that along with the Department of Education, Ms. Sharron Angle and other Tea Party candidates ALSO want to abolish the Department of Energy and the Environmental Protection Agency (I shouldn’t have to even explain why this is STUPID). All for increased individual state rights and a smaller Fed-that everyone will STILL blame for all their problems and come crying to when things go awry. So it’s not too good to take their side because they agree with you on a couple points. Angle is INSANE, and she’s the friggin’ frontrunner for the Tea Party. That should tell you something.

    How far do we go until we’re called the “Diversified States of America,” and start waging war on each other with State military forces and discourage interstate immigration??

    But Mr. Walker. The only way I could see a value in Federal oversight is if the agency was able to lift all districts to levels that exceed expectations. Fact is, if we still have low achievers around, doesn’t that suggest that the agency is a failure? As far as the States not having enough money to compensate for the programs, I beg to differ. Many of these states are paying to fund wars, Social Security, outrageous pensions, healthcare and a host of other unfunded liability programs. Let the states use the money to support the affairs of the state and with proper management and administration, that money can be found. I’m sure of it. But again, I’m only saying get rid of the agency, not so much the funding for it. What I’m against is the adherence to Federal guidelines in order to qualify for the money. The kids in California now are actually hurt by this misguided program. You say a caveat should be added, but this is the problem, very rarely do the framers of these programs possess that type of foresight. Again, why are we to assume that the states aren’t able or capable to write their own guidelines? California apparently did it. The States are “lazy” in this regard NOW only because they can sit back and just let the Fed Govt do their job for them. It’s just like a child. If that child knows moms will be there each day to make up the bed, then how long before that child is just rolling out and walking away each morning? When that child realizes that he/she has to make up the bed and there are serious consequences if it isn’t made, how long before that child IS making it up? If you create an enabling type environment, you can’t be shocked when the enabled start to act irresponsible and non caring. No SIR, I firmly believe that there are enough people in each state that have enough pride and competitive spirit that if nothing else, don’t want to be LAST on a list that is reflecting achievement scores for one. It’s far too easy for these school districts to now blame Federal funding and guidelines etc. now for their failures.

    Lastly, I would have to look but it’s been 31 years since the inception of this agency and schools are still in disarray. I’m not really prepared to say schools are worse now than prior and conversely I can’t say they are better. What I can say and what we can agree upon for sure is that schools are in horrible shape right now and the centralized adminisitration/oversight of Education doesn’t seem to have had an overall positive effect.

    Post Script. Ron Paul’s supporters were speaking LOUDLY about GWB’s tripling the size of Government. They were marginalized by the media and thus didn’t get the attention they deserved.

    1 the country would be LESS safe

    3 the american voter wouldnt know the difference between socialism, democracy, communism, and facism.

Like the compulsive gambler, chasing down lost money, it only compounds the problem. There are structural problems that haven’t been addressed, and this is why these billions keep getting swallowed up by a black hole.

    i mean, lets just TRY putting a lap top in the hands of EVERY grammer school student since 2 or 3 books costs about the same. lets just TRY to show them how to make the very video games they play and the music they listen to (fruity loops, pro tools, etc). lets just TRY to have a class full of 12 year olds to take a computer apart, and put it back together. lets just TRY to explain ficca and equifax scores, check book or debit card balancing, or filling out college or job applications correctly. lets just TRY to separate children by their intrests instead of their parents income and the students MIGHT just like school.

    i know this is starting to sound like a bho speech, but these are progressive ideas that the gop would definatley fillibuster. these ideas would EMPOWER the students, instead of creating a generation of sarah painlins.

    Hold on Infinite_Question. Make that speech and I will be the first to stand up and applaud you. Here is the problem. With respect to FICO scores, and equifax scores, check book or debit card balancing, what party do you feel is advocating that? Brother, 70% of GDP is consumer based. They MAKE money on the fact that we are ALL economically challenged. Do you believe it’s a coincidence that the one thing that will affect the rest of our lives (Mortgage, Car loans, credit cards etc.) isn’t even TOUCHED on in school? Unless you take finance classes in college you won’t get this knowledge either, yet how many credit card companies have tables set up at football games or various other events on campus? I keep repeating that POVERTY is an industry and debt is slavery. This is how these people make their money. My point to all this, NO party seems to be adverse to this.

    As for your other requests, I hear you and quite honestly, if there could be a guarantee that the money could be used PROPERLY, I’m all for it. The problem is the money often times is not used the way it should be. I’m not against funding because I think funding is a bad idea, but rather, these school districts would rather spend the bulk of the money on football fields, Olympic sized pools etc. Did you know that a lot of head football HIGH SCHOOL coaches (in the south) make 6 figures? I get the whole “Friday night lights” phenomenon, but damn, why should a guy who is coaching 10 or 12 games make exponentially more than the teachers in these schools? Anything wrong with that picture?

    Dude, the only thing I have to disagree with you on, is the assertion that only the GOP isn’t interested in this. show me where the Dems have shown REAL interest in the things you spoke about.

    Are you for real? Most of African American history in the U.S. has been in slavery. It’s debatable but slavery lasted at least 300 years. What are you talking about?

    Of course we know slavery lasted 300-400 years, but why make that the focal point of our history? Don’t you think that perhaps constantly seeing a negative image of ones self is a great contributing factor to low self esteem? Black History Month is nothing but a showcase of us “struggling.” How about showing us when we were creating civilization? Positive reflection breeds positive minds. Positive thoughts manifests positive behavior. It’s a simple concept. It’s no coincidence they keep our mind focused on a time of constant struggle and dependency. We need a paradigm shift in our education system and ESPECIALLY with respect to black students. It’s clear, we have different needs.

    Police Depts have never and will never stop crime, but you can’t really say that giving every citizen a weapon and an outpost would be a better solution. Like I said, some will act for the benefit of their people, others will act selfishly. No matter how much people HATE the cops, without them, life would be much, much, much, much, much worse (may not be apples to apples, but you get my point).

    However, I like this:

    It’s the same argument that some give for stopping unemployment payments and bailouts. Wild that I totally agree with this sentiment. I really do, I just don’t trust the human beings that run the states to make the right decisions if given that control, especially with so many Tea Party candidates out there now. They’d literally rewrite history (again).

    However, if the majority of the states can prove that they can do what you say California has done, then I’d be more openminded. I just don’t see it happening.

    Johnny Walker and “A,” most schools in America are confronted with two major issues that have persisted for decades: inequity and substandard education. With regard to federal funding, because of the failures of both the states and the school districts, it is imperative that there be federal oversight. One step further, the federal government should allocate funding directly to the local schools and school entities to ensure that the funds are spent as intended. Moreover, the federal government should also implement a national mechanism for greater accountability and transparency. Lastly, the federal government’s presence is very critical to enforce Title VI and the civil rights laws to ensure equity and to address the persistent discrimination in schools.

    “A” I agree with you 100% with regard to the curriculum, you should get involve and push to ensure that the curriculum is sensitive to students’ culture and reflect dignity. That is a true reality.

    Calif emme23, I feel you on the excessive spending on the war, Bush is partly responsible for that, too. But I wouldn’t call President Obama, a cotton pickin president, that’s cold. I have more respect for him.

    @Johnny_Walker. You do realize the same type of people running the states are the same type of people running Govt. No real difference. And you can’t really believe they care more simply because they are on a Fed level. In fact, I would trust local and state lawmakers more since the impact of their decision has a more direct effect on their friends and family than some federal bureaucrat who can easily start to see “numbers” rather than people.

    Also, my feeling is not to dismantle it because it’s not working perfectly, I’m saying dismantle it because it’s not needed. It’s more bureaucracy. Do you realize HOW MUCH red tape and hoops you had to jump through to get that aid? Again, I have no issue with the aid, but why add unnecessary layers to the process. I think you guys do way too much demonizing with issues like these. When a politician says they want to eradicate the Dept of Education for instance, people naturally assume that said politician doesn’t care about education, without hearing the merit of the person’s argument.

    @Cokoe. If you were to nail me down, I would admit to you that I don’t have a real issue with Federal oversight. My main complaint is the Federal guidelines. I just feel communities are better served when those from that community can address the needs unique to them instead of the system that forces many districts to adapt lower standards in order to qualify for Federal Funding (Race to the top).

    To be very honest with you, I wouldn’t mind seeing public education privatized. I actually used to be against that, but as I weighed the pros and cons I found that I started to lean more towards this line of thinking. Can you imagine the improved quality you could obtain if a “contractor” had to come up for review every 4-5 years and if they weren’t measuring up, could be voted out? I’m a firm believer that healthy competition increases overall quality.

    @_A_ I think we are in agreement in terms of the federal government allocating funds directly to the local schools. With respect to the guidelines, I agree they could be streamlined. I, too, am not thrilled with the ideology of the Race to the Top program, because it is not inclusive and perpetuates the status quo. But given the fact that the federal government offers a vast number of other federally funded programs, I would just advise to keep a sharp eye on it in terms of equity and compliance. Privatizing education would be dangerous in terms of affordability. Persons unable to pay for it would get left behind and it would require even more oversight

    @Cokoe. I really doubt the prices would go up. Competition tends to bring costs down while increasing quality. If you look at the explosion of Cell phones and cell phones companies, you saw and continue to see a sharp decline in price. Same thing with cable. As long as you have a viable option, these companies are forced to keep costs down. I think it would definitely go a long way into getting companies to streamline spending and eliminate the excess, wasteful dollars being funneled out the door.

    @_A_ Innovation and new ideas are great, but I do not agree to exclusively privatize education. To start with, I don’t like the idea of education being for sale from primary through high school. Secondly, choice is part of our democracy; both options need to be available. My concern remains with students who will not be able to afford to attend private schools. Just look at the current college tuition rates, as an example. As the Pell Grant increases, tuition costs rises as well. There are many students who cannot afford to attend college on that premise alone. Moreover, most parents, particularly, in our community, will not be able to afford private schools and pay for college. They are unable to pay for college now with free education. Where are they going to get the money? If the government is subsidizing the private schools, there must be federal oversight and the schools will be required to follow federal guidelines. Lastly, there is not sufficient data to support privatizing. In fact, Columbia University conducted a study and found no significant differences in charter schools’ performance against public schools performance in 49 out 50 states. However, if you can provide substantial evidence to show differently, perhaps I could reevaluate your position. I still say YOU should get involved. You are very articulate, I see your brain ticking, and you are very strong minded.
