New York City’s annual West Indian American Day Carnival will kick off Monday, September 4, 2017 at 11 a.m.
Organizers and officials for the J'Ouvert Parade in Brooklyn are moving the festivities to daylight hours this year after the popular pre-dawn event was marred by violent shootings.
New York City's West Indian Festival J'Ouvert is a legendary staple in Brooklyn during Labor Day Weekend, but this year's event ended in two brutal deaths.
Police took Reginald Moise into custody on Tuesday morning. He has been named as the suspect who shot and killed 22-year-old grad student Tiarah Poyau at point-blank range during the J'Ouvert festival in Brooklyn, New York.
