			<content:encoded><![CDATA[<p>ABC News has a story on the popular hip-hop/video website, WorldStarHipHop.com. In the story they discuss the effects that the website, which often posts cell phone camera footage of fights in schools, fast food restaurants, and on trains and buses.</p>
<p>They also report that police departments are frequenting the popular website to to identify and apprehend people who are involved in the fights and other criminal activities.</p>
<p>ABC News reports:</p>
<blockquote><p>Christine O&#8217;Brien, spokeswoman of the Philadelphia Police Department, said World Star and similar sites have helped detectives zero in on suspects quickly just from watching the videos. They solved one such crime in early January, when a man was jumped, beaten and robbed while waiting for a subway. The incident was uploaded to World Star Hip Hop, and detectives made an arrest in the case four days later.</p>
<p>&#8220;After we got this got tip [about the World Star video], we found the video and were able to gather information from it,&#8221; O&#8217;Brien said. &#8220;At that point, we made decision to make sure investigators were made aware of this website, to go on and look for incidences. You don&#8217;t realize how many people follow YouTube and the videos. It&#8217;s a great tool in solving a lot of these crimes.&#8221;</p></blockquote>

<p>The number of fatalities from departments across the country caused by firearms made 2011 one of the deadliest years in recent history for U.S. law enforcement.</p>
<p>Across the nation, 173 officers died in the line of duty, up 13 percent from 153 the year before, according to numbers as of Wednesday compiled by the National Law Enforcement Officers Memorial Fund.</p>
<p>The nonprofit group that tracks police deaths also reported that 68 federal, state and local officers were killed by gunfire in 2011, a 15 percent jump from last year when 59 were killed. It marks the first time in 14 years that firearms fatalities were higher than traffic-related deaths. The data shows that 64 officers died in traffic accidents, down from the 71 killed in 2010.</p>
<p>Craig Floyd, the group&#8217;s chairman, blamed the rise on budget cuts to public safety departments. He cited surveys by police groups that showed many cut back on training and delay upgrading equipment, and referenced a Department of Justice report issued in October that said an estimated 10,000 police officers and sheriff&#8217;s deputies have been laid off within the past year.</p>
<p>&#8220;I&#8217;m very troubled that these drastic budget cuts have put our officers at a grave risks,&#8221; he said. &#8220;Our officers are facing a more brazen cold-blooded element and fighting a war on terror, and we&#8217;re giving them less training and less equipment they need to do their jobs safely.&#8221;</p>
<p>It&#8217;s the second year in a row the number of officers killed in the line of duty has grown. In 2009, the death toll dipped to 122 in a 50-year-low that encouraged police groups even though the year seemed to be an aberration. Otherwise, the number of police deaths has topped 160 five other times since 2000. It routinely topped 200 in the 1970s.</p>
<p>The police deaths were spread across 41 states and Puerto Rico. The largest number of fatalities was reported in Florida, where 14 officers were killed, followed by Texas (13) New York (11), California (10) and Georgia (10). The New York City Police Department and Puerto Rico Police Department, which both lost four officers, were the law enforcement agencies that reported the most deaths.</p>
<p>Meanwhile, one city saw its first ever police death in the line of duty. In Bismarck, N.D. &#8211; a city of 60,000 residents and about 100 sworn officers &#8211; 32-year police veteran Sgt. Steven Kenner was fatally shot. Kenner had been responding to a domestic disturbance call.</p>
<p>The number of firearms-related fatalities, which have risen 70 percent since 2008, was particularly alarming to analysts. Of the 68 deaths, 14 took place while the officer was attempting an arrest, nine occurred during a domestic disturbance call and five were ambushes, according to the data.</p>
<p>One of the victims, Rainier, Ore., Police Chief Ralph Painter, was shot once in the head during a Jan. 5 struggle with a suspect who was accused of taking Painter&#8217;s pistol from his belt. Glendale, Ariz., Officer Brad Jones was shot in August after a fight with a suspect being sought by a probation officer. And the two officers in South Dakota, James McCandless and Nick Armstrong, were killed in August after conducting what Rapid City authorities have said was a routine traffic stop.</p>
<p>The glimmer of good news in the report was the falling number of traffic-related fatalities involving law enforcement officers, the lowest since 2005. Floyd said revamped policies adopted by some departments on police chases and a revived focus on road safety helped bring down the number of those deaths.</p>
<p>&#8220;It&#8217;s perhaps the most preventable death for law enforcement,&#8221; he said. &#8220;Better training and better awareness of the dangers of traffic safety will help to spare more police lives as we move forward.&#8221;</p>

<p>Peart initially explains that even though his mother gave him an ominous warning about the police at the precocious age of 9 — &#8220;She cautioned me to carry ID and never run away from the police or I could be shot&#8221; — he still thought police officers were &#8220;cool.&#8221; Nearly 10 years later, Peart&#8217;s perception of New York&#8217;s finest was irrevocably changed after his 18th birthday celebration, when he was brutally harassed:</p>
<blockquote><p>&#8230; Out of nowhere, squad cars surrounded us. A policeman yelled from the window, &#8216;Get on the ground!&#8217;         I was stunned. And I was scared. Then I was on the ground — with a gun  pointed at me. I couldn’t see what was happening, but I could feel a  policeman’s hand reach in to my pocket and remove my wallet. Apparently  he looked through and found the ID I kept there. &#8216;Happy Birthday,&#8217; he  said sarcastically.</p></blockquote>
<p>Unfortunately for Peart — and many other blacks and Latinos — this would be the beginning of an increasingly abusive affair with the police. Peart, for his part, would be harassed at least three more times between his birthday-turned-target practice in 2006 and his most recent run-in in 2010. An officer took Peart&#8217;s keys and attempted to enter his apartment without his permission, while yet another officer forced him into a squad car, handcuffed. Naturally, Peart has become increasingly paranoid about the police:</p>
<blockquote><p>These experiences changed the way I felt about the police. After the  third incident I worried when police cars drove by; I was afraid I would  be stopped and searched or that something worse would happen. I dress  better if I go downtown. I don’t hang out with friends outside my  neighborhood in Harlem as much as I used to. Essentially, I incorporated  into my daily life the sense that I might find myself up against a wall  or on the ground with an officer’s gun at my head. For a black man in  his 20s like me, it’s just a fact of life in New York.</p></blockquote>
<p>Thankfully, Peart isn&#8217;t taking this blatant discrimination and abuse lying down. He is a member of Harlem&#8217;s <a href="http://www.brotherhood-sistersol.org/" target="_blank">Brotherhood/Sister Sol</a>, which works to empower youths about their rights <em>while</em> teaching them mechanisms to stay alive, and is a witness in the <a href="http://ccrjustice.org/" target="_blank">Center for Constitutional Rights</a> lawsuit, which seeks to bring racist cops to task for racial profiling.</p>
<p>While it is criminal that a young black college student is STILL having to ask this question in 2011, it is yet another testament that the black and brown people of this nation are still regarded as second-class citizens.</p>

			<content:encoded><![CDATA[<p>DETROIT (AP) &#8211; The idea is extreme, even in  a city accustomed to fighting for survival: Should the state of  Michigan step in to run Detroit?</p>

<p>The governor has taken steps in that direction, proposing an  unprecedented move that could give an appointed manager virtually  unchecked power to gut union contracts, cut health insurance and slash  services. But city leaders bristle at the notion. Said the mayor: &#8220;This  is our city. Detroit needs to be run by Detroiters.&#8221;</p>
<p>If it happens, Detroit would be the largest American city ever taken  over by a state. Michigan has seized control of smaller struggling  cities, but until now Detroit was always off-limits.</p>
<p>That changed this week, when Republican Gov. Rick Snyder&#8217;s  administration said it would begin a review of Detroit&#8217;s precarious  finances. If the governor concludes that the city&#8217;s economic situation  constitutes an emergency, he could dispatch a manager who could push the  mayor and city council to the sidelines.</p>
<p>It&#8217;s not clear how everyday services like trash pickup and bus routes  would be affected, but the fixer&#8217;s mission would be clear: Do whatever  it takes to stop the bleeding.</p>
<p>Democratic Mayor Dave Bing says Detroit doesn&#8217;t need the help. He  insists the city is reducing a $150 million budget deficit and easing  cash-flow problems on its own.</p>
<p>&#8220;We know what needs to be done, and we stand ready to do it,&#8221; an indignant Bing said.</p>
<p>The financial review starts Tuesday and may last up to 90 days, meaning a takeover could be under way by the end of February.</p>
<p>The same fate has befallen other cities.</p>
<p>Atlantic City agreed in 2010 to let New Jersey take over its finances  in an arrangement that allowed the city to spread a $9.5 million  deficit over five years, sparing homeowners and businesses a significant  property tax increase.</p>
<p>In Pennsylvania, Gov. Tom Corbett signed a law in October enabling a takeover of Harrisburg.</p>
<p>&#8220;It terms of a city, I think Detroit stands alone,&#8221; said Michael  LaFaive, director of fiscal policy at Michigan&#8217;s Mackinac Center for  Public Policy, a nonpartisan group that espouses free markets.</p>
<p>An emergency financial manager would have the power to privatize  utility departments, as well as the bus system and other agencies. A  manager also could sell off city-owned parking lots and even Belle Isle,  Detroit&#8217;s popular island park, LaFaive said.</p>
<p>In a 2001 report, LaFaive wrote about Detroit&#8217;s burgeoning fiscal  problems and recommended privatization, contracting out services and  ways to generate revenue.</p>
<p>&#8220;I think they knew what the recommendations were, but their hands  were tied a bit by recalcitrant employee unions,&#8221; LaFaive said. &#8220;Those  kinds of bold reforms would be difficult to get over with city council  or voters, in general.&#8221;</p>
<p>Last month, Bing declared the city government &#8220;broken&#8221; and said the  public&#8217;s checkbook would be short by $45 million next year unless  Detroit starts saving money fast. In an attempt to ward off an emergency  manager, he proposed laying off 1,000 employees &#8212; 9 percent of the  workforce &#8212; and negotiating 10 percent pay cuts with unions.</p>
<p>&#8220;If Lansing believes our plan isn&#8217;t strong enough, I&#8217;d like to hear  their suggestions for what they can improve,&#8221; the mayor said. He  suggested the state help by supplying millions of dollars that he says  the city was promised in a decade-old tax overhaul. Detroit has also  sought help collecting its income tax.</p>
<p>&#8220;It&#8217;s our hope that the mayor and city council and labor can cut  their own deal that works for the city,&#8221; Michigan Treasurer Andy Dillon  said Friday.</p>
<p>But even after a number of threats from the mayor, organized labor  barely budged. Now that a state takeover looks more likely, adversaries  have become partners.</p>
<p>&#8220;We&#8217;re going to sit down and resolve these issues,&#8221; said Al Garrett,  president of the American Federation of State, County and Municipal  Employees Council 25 in Michigan.</p>
<p>A Michigan-based corporate turnaround specialist, James McTevia, said  there would be potential pitfalls for any Detroit manager. Pay cuts  ordered without negotiation, he said, could make the city&#8217;s workforce  boil.</p>
<p>&#8220;You can breach all the union contracts you want, but if the police  and the fire department walked out, you are in deep trouble,&#8221; McTevia  said.</p>
<p>Detroit has struggled for years after the auto industry collapsed,  leaving the city with a much-reduced tax base and a dwindling population  of 713,000, down 25 percent in just the last decade.</p>
<p>Managers already oversee Flint, Pontiac and Benton Harbor, as well as the Detroit public schools.</p>
<p>As Benton Harbor&#8217;s emergency manager, Joe Harris has ordered  firefighter cross-training for police officers, which reduced  public-safety costs by a third.</p>
<p>He also negotiated new collective-bargaining agreements with many  unions, forcing Benton Harbor employees to pay 20 percent of their  health care premiums and contribute 10 percent of their wages to  pensions.</p>
<p>In Pontiac, emergency manager Lou Schimmel dismissed the city clerk,  the city attorney and the head of public works. He&#8217;s also taken smaller  steps, such as removing parking meters that cost too much to maintain.  And he hopes to save $3 million by having the neighboring community of  Waterford take over fire protection.</p>
<p>&#8220;It&#8217;s daunting anywhere but, yeah, you can fix it,&#8221; Schimmel said of  Detroit. &#8220;First, I&#8217;d want a list of all assets the city owns &#8212; the  land, buildings, operations the city shouldn&#8217;t operate and should sell.  The lighting system is still run by Detroit. That&#8217;s crazy. I&#8217;d want to  concentrate on privatizing core services. I&#8217;d want to get police and  fire contracts in line.&#8221;</p>
<p>The Citizens Research Council, a nonpartisan group that studies  government at all levels, analyzed Detroit&#8217;s finances in 2010 and warned  that the city &#8220;must be restructured.&#8221; The city, it noted, owns a small  airport, has its own health service, regional water agency and  streetlight department, and uses city employees, not contractors, to  pick up trash.</p>
<p>Sheila Cockrel, a city council member for 16 years until 2010, said  long-term relief is unlikely until the city changes the pension system  to a 401(k)-style defined-contribution plan and puts more health  insurance costs on employees and retirees.</p>
<p>&#8220;The entire structure of the city reflects a 1950s model in which the  United States was the dominant economy of the world and automobile  manufacturing was the core driver,&#8221; said Cockrel, who teaches at Wayne  State University in Detroit. &#8220;None of that is true anymore.&#8221;</p>

			<content:encoded><![CDATA[<p>CENTENNIAL, Colo. (AP) — A well-respected former Colorado sheriff is being held on a half-million-dollar bond in the jail named for him, suspected of offering methamphetamine in exchange for sex from a male acquaintance.</p>
<p>Arapahoe County chief judge William Sylvester on Wednesday doubled the bond for the county&#8217;s former sheriff, Patrick Sullivan. The judge also ordered Sullivan not to try to contact anyone who may be involved in the case.</p>
<p>Sullivan&#8217;s attorney protested the increase because no charges have been filed.</p>

<p>Sullivan appeared at the court hearing dressed in an orange jail uniform. The 68-year-old walked with a cane and still had handcuffs around his wrists that were attached to a chain around his waist.</p>
<p>Sullivan came to the attention of law enforcement after an Oct. 4 call to authorities from a home in Centennial, according to an arrest affidavit. The deputy who responded had worked for Sullivan and knew who he was.</p>
<p>After investigating further, the deputy learned from two confidential informants that Sullivan was dealing meth but would sell it only if they had sex with him, the document stated. He was arrested after police set up a sting at a home.</p>
<p>Deputies found that Sullivan had handed someone a bag of methamphetamine and had another bag on him when he was searched, according to the affidavit. Both bags together weighed less than a gram.</p>
<p>Sullivan was sheriff of the suburban Denver county from 1984 until he retired in 2002.</p>
<p>Arapahoe County&#8217;s jail is named for the former lawman, the Patrick J. Sullivan Jr. Detention Facility.</p>
<p>In 2002, Sullivan was praised by U.S. Rep. Tom Tancredo in the congressional record on his retirement. Tancredo cited Sullivan&#8217;s work in promoting homeland security, for being named Sheriff of the Year by the National Sheriff&#8217;s Association in 2001, and for his work as law enforcement chairman of the Colorado George W. Bush for President committee.</p>
<p>In 1989, he was hailed as a hero after he rescued two deputies after crashing his truck through a fence and protecting them while they were loaded into the vehicle. Arapahoe County Deputy Daniel Thomas and Deputy Arthur Hilton were treated at a hospital for gunshot wounds and shrapnel wounds from flying glass.</p>
<p>During the rampage, Eugene Thompson Jr., described by authorities as a 20-year-old man with an insatiable appetite for cocaine, killed two women with a semiautomatic machine pistol, raped another woman, and wounded two deputies</p>
<p>After his retirement, Sullivan became head of security for the Cherry Creek School District.</p>

			<content:encoded><![CDATA[<p>OAKLAND, Calif. — Riot-clad law enforcement officers cleared out Oakland&#8217;s weeks-old anti-Wall Street encampment just before dawn Monday, arresting Occupy demonstrators and removing tents from a downtown plaza after issuing several warnings over the weekend.</p>
<p>Protesters appeared to put up little resistance and officers could be seen calmly leading some demonstrators away in plastic handcuffs. Warnings from authorities had been similar to those issued before officers used tear gas and bean bag projectiles to clear the encampment on Oct. 25.</p>

<p>Officers made 32 arrests during Monday&#8217;s raid, Police Chief Howard Jordan said, adding that there were no reports of injury to officers or protesters.</p>
<p>After officers blocked off the streets surrounding Frank Ogawa Plaza, some demonstrators gathered near the barricades and vowed to return. By 9 a.m., most of the demonstrators had left the area.</p>
<p>&#8220;Where we go from there is up to timing and chance,&#8221; said Shon Kae, who&#8217;s on Occupy Oakland&#8217;s media committee. &#8220;We just do what seems right at the time, and we&#8217;ll roll with the punches.</p>
<p>&#8220;There is no secret plan. We all have to just keep on with the struggle,&#8221; he said.</p>
<p>The action came a day after police drove hundreds of anti-Wall Street demonstrators from weeks-old encampments in Portland, arresting more than 50 people.</p>
<p>Oakland officials stepped up calls for an end to their city&#8217;s encampment after a man was shot and killed Thursday near the plaza. Police issued a fourth cease and desist order Sunday night telling demonstrators they couldn&#8217;t camp there.</p>
<p>Mayor Jean Quan had allowed protesters to reclaim the disbanded site after facing criticism following the Oct. 25 raid. The camp grew substantially afterward, although city officials said on Sunday the number of tents has dropped by about 30 to 150 since Nov. 8.</p>
<p>&#8220;We came to this point because Occupy Oakland, I think, began to take a different path than the original movement. It was no longer about the pieces of the financial system or foreclosures or the unemployed,&#8221; Quan said.</p>
<p>&#8220;The encampment became a place where we had repeated violence and last week a murder,&#8221; she said. &#8220;We had to bring the camp to an end before more people got hurt.&#8221;</p>
<p>Protesters would be allowed to return to the plaza after the tents were cleared out, but they wouldn&#8217;t be allowed to spend the night, officials said.</p>
<p>&#8220;We&#8217;ve been consistent that they can use it as a free speech location,&#8221; Quan said. &#8220;They can gather tonight, but no camping is allowed.&#8221;</p>
<p>On Sunday, friends confirmed that an Iraq War veteran who was injured in the Oct. 25 raid, Scott Olsen, has been released from the hospital. Olsen, who suffered a skull fracture, became a rallying point for protesters nationwide.</p>
<p>Dottie Guy of Iraq Veterans Against the War said Sunday Olsen was released last week. He can now read and write, but still has trouble talking, she added.</p>
<p>Officials across the country have been urging an end to similar gatherings in the wake of three deaths in different cities, including two deaths by gunfire.</p>
<p>Demands for Oakland protesters to pack up increased after a man was shot and killed Thursday near the encampment site.</p>
<p>Protesters had said that there was no connection between the shooting and the camp. But police Sunday night identified the slain man as 25-year-old Kayode Ola Foster of Oakland, saying his family confirmed he had been staying at the plaza.</p>
<p>Police officer Johnna Watson said witnesses have told police that one of two suspects in the shooting had also been a frequent resident at the plaza. The suspects&#8217; names haven&#8217;t been released.</p>
<p>Investigators suspect that the shooting resulted from a fight between two groups of men.</p>
<p>In the hours after the midnight Saturday eviction deadline in Portland, the anti-Wall Street protesters and their supporters had flooded the park area. At one point, the crowd swelled to thousands. As dawn arrived, riot police had retreated and most of the crowds had gone home, but protesters who have been at the two parks since Oct. 6 were still there, prompting one organizer to declare the night a victory for the movement.</p>
<p>&#8220;We stood up to state power,&#8221; Jim Oliver told The Associated Press.</p>
<p>It didn&#8217;t last. Police moved in later. An officer on a loudspeaker warned that anyone who resisted risked arrest and &#8220;may also be subject to chemical agents and impact weapons.&#8221; Demonstrators chanted &#8220;we are a peaceful protest.&#8221;</p>
<p>&#8220;We were talking about what we were going to do and then they just started hitting people. Seems like a waste of resources to me,&#8221; protester Mike Swain, 27, told the AP.</p>
<p>One man was taken away on a stretcher; he was alert and talking to paramedics, and raised a peace sign to fellow protesters, who responded with cheers.</p>
<p>City officials erected temporary chain-link fences with barbed wire at the top around three adjacent downtown parks, choking off access for demonstrators as parks officials cleaned up.</p>
<p>Portland Mayor Sam Adams Sunday defended his order to clear the park, saying it is his job to enforce the law and keep the peace. &#8220;This is not a game,&#8221; Adams said.</p>
<p>Officials said that one officer suffered minor injuries. Police had prepared for a possible clash, warning that dozens of anarchists may be planning a confrontation with authorities.</p>
<p>In other cities over the weekend:</p>
<p>— In Salt Lake City, police arrested 19 people Saturday when protesters refused to leave a park a day after a man as found dead inside his tent at the encampment.</p>
<p>— In Albany, N.Y., police arrested 24 Occupy Albany protesters after they defied an 11 p.m. curfew in a state-owned park.</p>
<p>— In Denver, authorities arrested four people as they forced protesters to leave a downtown encampment.</p>
<p>— In San Francisco, police said two demonstrators attacked two police officers in separate incidents during a march, leaving them with minor injuries. The assailants couldn&#8217;t be located.</p>

<h2>5. Louis Eppolito and Stephen Caracappa</h2>
<p>Louis Eppolito and Stephen Caracappa worked for the NYPD but in reality, they worked for the mafia. Caracappa was a member of the Organized Crime Homicide Unit investigating the very people he was working for.</p>
<p>The two former partners were taking orders for the Lucchese crime family and served as hitmen as well as moles in the NYPD. In 2006,  Eppolito and Caracappa were convicted of racketeering, obstruction of justice, extortion and eight counts of murder and conspiracy.</p>

<h2>4.  Joseph Miedzianowski</h2>
<p>Joseph Miedzianowski was a Chicago police officer labeled as the most corrupt cop. Miedzianowski served as both police officer and drug kingpin using his knowledge of the streets and gangs to shake down drug dealers.</p>
<p>For most of his 22-year career, Miedzianowski would run the Chicago Gangs Unit, while running his own drug gang at the same time. Miedzianowski would be convicted of 10 counts including drug conspiracy and racketeering in 2001.</p>

<p>David Mack and Rafael Perez worked together for the LAPD Rampart division, but also worked for Death Row Records and were members of the Bloods gang.</p>
<p>Mack would receive the LAPD Medal Of Honor for killing a drug dealer who allegedly pulled a gun on him. But he would also later be  convicted of robbing a bank and be implicated in the murder of rapper, Notorious BIG.</p>
<p>Perez shot and framed an unarmed gang member during his tenure, and stole eight pounds of cocaine from an LAPD evidence locker.</p>

<h2>2. Jon Burge</h2>
<p>Jon Burge is a former Chicago Police Department detective who oversaw the torture of hundreds of Black men resulting in false confessions between 1972 and 1991.</p>
<p>Burge would burn suspects with radiators and cigarettes, and electrocute their testicles.</p>
<p>Although Burge was protected by the statute of limitations for his crimes, he was convicted for lying about the torture in January of this year.</p>

<h2>1. Robert Gisevius, Kenneth Bowen, and Anthony Villavaso</h2>
<p>Robert Gisevius, Kenneth Bowen, and Anthony Villavaso were members of the New Orleans police department during Hurricane Katrina. They were charged with first degree murder for killing seventeen-year-old James Brissette who was innocent and unarmed during Hurricane Katrina on the Danzinger bridge. Brisette was simply looking for shelter in the Hurricane and cops pounced on him.</p>
<p>Bowen, Gisevius, Faulcon, Villavaso were found guilty of falsifying reports and false prosecution in the conspiracy to cover-up the shooting and may face the death penalty.</p>

<p>Santa Fe Police have not released the name of the officer but claim they are investigating the matter.</p>

<p>In Illinois, it is a felony to record police officers without their knowledge.</p>

			<content:encoded><![CDATA[<p>SAN FRANCISCO — Two white San Francisco male police officers are suing the city for what they claim to be racial bias in the promotion practices of the police department.</p>
<p>Heinz Hoffman and Thomas Buckley filed a lawsuit complaint Aug. 16, stating &#8220;The city has a longstanding custom and practice in discriminating against white males.&#8221;</p>
<blockquote><p>According to the complaint in <em>Hoffman v. SF, San Francisco,</em> the SFPD changed its promotion exam policies in response to a 1978 court order, thanks to a 1973 anti-discrimination lawsuit filed by African American SFPD employees calling themselves Officers for Justice.</p>
<p>The court order expired in 1998. But, the complaint says, the Police Department continued to employ a promotions system Hoffman and Buckley says unfairly discriminates against white males.</p></blockquote>

<p>The Arizona Cardinals defensive lineman was clearly agitated while posting a series of tweets during the incident Monday. Dockett tweeted that police told him he was pulled over because he was speeding, and they wanted to search his car.</p>

<p>He says he refused to allow police to start a search without a warrant. Dockett eventually tweeted he was about to be let go, and updated his Twitter page a few hours later by saying he did not receive a ticket from police.</p>
<p>It was unclear where the incident occurred, and agent Drew Rosenhaus did not immediately respond to an email requesting comment.</p>
<p>Dockett, who has played seven NFL seasons, frequently uses Twitter and has more than 70,500 followers.</p>
<p>MetLife vying for Meadowlands naming rights: The home of the New York Giants and Jets might soon have a name.</p>
<p>MetLife is in advanced talks with the NFL teams on acquiring the naming rights to the stadium that will be the site of the 2014 Super Bowl, Sports Business Daily reported.</p>
<p>Neither team nor the New York-based insurance company would comment on the report.</p>
<p>The deal would be worth between $17 million annually, Sports Business Daily reported.</p>
<p>&#8220;We&#8217;re not commenting on rumors or speculation about this,&#8221; MetLife spokesman Chris Breslin said in a telephone interview with the Associated Press.</p>
<p>&#8220;We have no comment,&#8221; Alice McGillion, a spokesperson for New Meadowlands Stadium, the $1.6 billion plant that was privately built and co-owned by the Jets and Giants, told The AP.</p>
<p>MetLife currently pays about $7 million annually to be one of four cornerstone sponsors for the stadium that opened last year. It would drop that position if it acquired the naming rights, opening a sponsorship for another company.</p>
<p>The other cornerstone partners are Verizon, Anheuser-Busch and PepsiCo.</p>
<p>Source: Players meet with their attorneys: As the two sides in the NFL labor dispute work toward ending the lockout, a small group of players met with their attorneys in Minneapolis.</p>
<p>A person familiar with the situation told the Associated Press that the players&#8217; side met on its own, without owners. The person spoke on condition of anonymity because no labor developments are being made public.</p>
<p>Players were told in conference calls that there will be more negotiations this week involving Commissioner Roger Goodell, NFLPA executive director DeMaurice Smith, several owners and players at an undisclosed location.</p>
<p>Previous meetings between the sides took place in suburban Chicago, New York, the Maryland shore and Hull, Mass., about 18 miles south of Boston.</p>
<p>The players have an antitrust suit against the league that was filed in Minneapolis, and the city also is where the sides met for court-ordered mediation in May.</p>
<p>The lockout began on March 12, and players &#8211; except for when the work stoppage was briefly lifted in April &#8211; have not been allowed to train at team facilities or be in contact with any of their coaches. Players on several teams have gathered on their own, trying to keep in football shape so they&#8217;ll be prepared to get back to business on the field whenever the labor impasse is over.</p>
<p>&#8220;It&#8217;s not about getting a deal done as quickly as possible, it&#8217;s about getting a fair deal done,&#8221; said Houston linebacker DeMeco Ryans, one of the team&#8217;s representatives who worked out Monday with other Texans players.</p>
<p>&#8220;Whenever that time comes, when a fair deal is on the table, that&#8217;s when it will get done. We&#8217;re not in a big panic to get something done, just for the sake of getting it done.&#8221;</p>
<p>The key issue in the dispute centers on how to divide revenues after the league took in about $9.3 billion last year. One person familiar with the owners&#8217; proposal told the AP last week that the players&#8217; share would approach the 50 percent mark the NFLPA has said it has received throughout the last decade. But the expense credits &#8211; about $1 billion last year &#8211; that the league takes off the top would disappear.</p>
<p>Also, there would no longer be &#8220;designated revenues&#8221; from which the players would share. Instead, the players would share from the entire pool of income, which both sides project will grow significantly over the course of a new collective bargaining agreement.</p>
<p>A salary floor requiring teams to spend within 90 percent of the cap in cash also would be included.</p>
<p>Training camps are scheduled to open in about a month, and the first preseason game &#8211; Chicago vs. St. Louis &#8211; is scheduled for Aug. 7 at the Pro Football Hall of Fame inductions in Canton, Ohio.</p>
<p>&#8220;Hopefully, everything gets worked out quickly so we can get to training camp on time and get guys back to work and have a full season,&#8221; Giants quarterback Eli Manning said in a telephone interview with the AP. &#8220;That&#8217;s what the fans want. Obviously, they are the ones that make this possible, so hopefully we can get it done for them.&#8221;</p>

<p>Democratic Representative Nick Milroy of South Range in northwestern  Wisconsin was trying to retrieve some clothes from his office in the  Capitol Thursday night. <a href="http://www.wisn.com/video/27074185/detail.html" target="_hplink">Video</a> from WISN-TV shows police officers pulling him away from a revolving  door and tackling him to the ground before he is able to show his ID.</p>
<p>A judge ruled Thursday that no one can stay at the Capitol overnight  to <a href="http://www.huffingtonpost.com/news/wisconsin-protests" target="_hplink">protest</a> <a href="http://www.huffingtonpost.com/news/scott-walker" target="_hplink">Gov.  Scott Walker&#8217;s</a> proposal to <a href="http://www.huffingtonpost.com/2011/02/21/scott-walker-wisconsin-budget-protests_n_826021.html" target="_hplink">eliminate</a> most collective bargaining rights for  public workers. Milroy was one of four Democratic Assembly members who  moved their desks outside the Capitol Tuesday after public access was  restricted.</p>

			<content:encoded><![CDATA[<p>LOS ANGELES &#8212; A school police officer who reported getting shot in the chest &#8212; prompting the lock-down of 9,000 students during a dragnet &#8212; shot himself and has been arrested for filing a false report, authorities said. Officer Jeffrey Stenroos was arrested Thursday night over the hoax, Los Angeles Police Department Chief Charlie Beck announced at a news conference Thursday.<br />

During a hastily called news conference, LA Police Chief Charlie Beck said investigators processed more than 350 clues and talked to hundreds of people before concluding that the purported gunman who shot officer Jeffrey Stenroos was fictitious.</p>
<p>&#8220;The current state of the investigation refutes Stenroos&#8217; initial account of the incident, and we are now certain that there is no outstanding suspect in this shooting,&#8221; Beck said. &#8220;We go where our investigations take us &#8212; if it is to a suspect that is named in a crime or is to a law enforcement officer of another agency.&#8221;</p>
<p>Stenroos claimed that he was on patrol Jan. 19 outside El Camino Real High School in the wealthy Los Angeles suburb of Woodland Hills when he confronted a man who had been breaking into cars. He said the suspect tried to kill him.</p>
<p>The shooting prompted the largest area lock-down in history. Hundreds of officers from local, state and federal agencies vainly combed a seven-mile area looking for an armed gunman in his 40s with a long, gray pony tail.<br />

<p>A Framingham police Swat Team killed an unarmed grandfather of 12 in Framingham Massachusetts, 68-year-old Eurie Stamps. The Boston Herald Reports:</p>
<p>A Framingham SWAT team member yesterday was placed on administrative leave for fatally shooting a 68-year-old grandfather of 12, police said, as relatives struggled to cope with the sudden and violent death.</p>
<p>Early Tuesday morning, police raided the home at 26 Fountain St. as part of a multiweek drug investigation and shot Stamps, who was not the target of the investigation, according to police reports. Two 20-year-old men were arrested on drug charges. No weapons were recovered at the scene.</p>

			<content:encoded><![CDATA[<p>New Jersey &#8212; Reuters is reporting on a new law proposed by New Jersey lawmakers that intends to curb steroid use by police officers and firefighters:</p>
<p>Law enforcement steroid use is a problem around the country and, given that steroid use can cause aggression, can invite problems for police, said Larry Gaines, chairman of the Department of Criminal Justice at California State University in San Bernadino, California.</p>
<p>&#8220;Aggression is not very common but nonetheless it&#8217;s a possible problem,&#8221; Gaines said. &#8220;If it does occur, you could see lawsuits against police departments regarding citizens injured from steroid rage.&#8221;</p>
<p>The New Jersey measures come in response to reports last month of a local doctor who illegally supplied hundreds of police and firefighters with anabolic steroids, human growth hormones and other muscle-building drugs.</p>

<p>Haiti &#8212; Officer Joseph Jacquet is one of six Haitian-born NYPD  officers on a three-month rotation in Port-au-Prince.<br />

He is training and mentoring national police officers in the wake of  last year&#8217;s devastating earthquake. It&#8217;s a hands on assignment, where he  and his colleagues are collaborating in the field, and dealing with  Haitian suspects.</p>
<p>&#8220;The people on the street feel comfortable seeing us,&#8221; Jacquet says.  &#8220;They cooperate with us.&#8221;</p>
<p>In the case of a 14-year-old suspect accused of stealing scrap metal  from an abandoned gas station, this certainly turned out to be the case.  The teen confessed to the crime and now waits for sentencing behind  bars.</p>
<p>The police in Haiti have never needed this assistance more. Since the  earthquake last January, officers have been working out of tents  distributed by aid groups.</p>
<p>Their offices were destroyed. But many of these officers lost so much  more in the disaster. Many on the Haitian National Police force lost  their homes and even members of their family.</p>
<p>Prisons were also destroyed, allowing thousands of convicted  criminals to escape, complicating law enforcement efforts even more.</p>
<p>&#8220;In Port-au-Prince alone, in the main penitentiary, they had over  4,300 people escape, and countrywide, about 6,000,&#8221; said NYPD Sgt. Herve Guiteau. &#8220;Because a good portion  were hardened criminals &#8230; they&#8217;ve re-started in doing what they were  doing before.&#8221;</p>

<p>The justices determined a Ventura County deputy had the right to conduct a warrantless search of the text messages of a man he had arrested on suspicion of participating in a drug deal.</p>
<p>The state court ruled 5-2 that U.S. Supreme Court precedent affirms that police can search items found on defendants when they are arrested.</p>
<p>However, the San Francisco Chronicle reported that in 2007, U.S. District Court Judge Susan Illston ruled that police could not search the cell phones of drug defendants without a warrant.</p>
<p>The Ohio Supreme Court also found in 2009 that police did not have that right.</p>
<p>California Deputy Attorney General Victoria Wilson, who represented the prosecution in the case decided Monday, told the newspaper the split opinions in California and Ohio could lead the U.S. Supreme Court to weigh in on the cell phone issue.</p>
<p>The California Supreme Court decided the loss of privacy upon arrest extends beyond the arrestee&#8217;s body to include personal property.</p>
<p>Authorities can not only seize items but also can open and examine what they find, the ruling said.</p>
<p>The case stems from the arrest of defendant Gregory Diaz in 2007. A detective took the phone from Diaz&#8217;s pocket when he was arrested.</p>
<p>Ninety minutes later, a deputy searched its text messages without obtaining a warrant and found evidence linking Diaz to the drug deal. Diaz pleaded guilty and was sentenced to probation but appealed the search.</p>
<p>The two dissenting justices said U.S. Supreme Court decisions from the 1970s on the right to search an arrestee&#8217;s property should not extend to modern technological devices.</p>
<p>In one of those decisions, the high court found that police were within their rights when they searched inside a crumpled cigarette pack and found heroin capsules.</p>

<p>ATLANTA &#8212; Two officers in a remote Alaska town were ambushed as they chatted on a street. Two California deputies were killed by an arson suspect with a high-powered rifle as they tried to serve him a warrant. Two other officers doing anti-drug work were gunned down by men along a busy Arkansas highway.<br />
<span id="more-938165"></span></p>
<p>These so-called cluster killings of more than one officer helped make 2010 a particularly dangerous year for law enforcement. Deaths in the line of duty jumped 37 percent to about 160 from 117 the year before, according to numbers as of Dec. 28 compiled by the National Law Enforcement Officers Memorial Fund, a nonprofit that tracks police deaths.</p>
<p>There also was a spike in shooting deaths. Fifty-nine federal, state and local officers were killed by gunfire in 2010, a 20 percent jump from last year&#8217;s figures when 49 were killed. And 73 officers died in traffic incidents, a rise from the 51 killed in 2009, according to the data.</p>
<p>Craig Floyd, director of the Washington-based fund, said the rise in fatalities could be an aftershock of the nation&#8217;s economic troubles as officers in some communities cope with slashed budgets.</p>
<p>&#8220;We&#8217;re asking our officers to do more with less. We&#8217;re asking them to fight conventional crime, and we&#8217;re asking them to serve on the front lines in the war against terror,&#8221; he said.</p>
<p>Last year&#8217;s toll of 117 officers killed was a 50-year low that encouraged police groups. But this year&#8217;s total is more the norm than an anomaly: The number of police deaths has topped 160 five times since 2000, including 240 in 2001. The annual toll routinely topped 200 in the 1970s and before that in the 1920s.</p>
<p>The deaths were spread across more than 30 states and Puerto Rico &#8211; with the most killings reported in Texas, California, Illinois, Florida and Georgia. The two law enforcement agencies with the most deaths were the California Highway Patrol and the Chicago Police Department, each with five.</p>
<p>Ten of the shooting deaths came from five tragedies in which several officers were shot and killed in groups.</p>
<p>The cluster shootings started in February, when authorities say two Fresno County, Calif., deputies were shot by an arson suspect who had vowed to kill investigators and himself rather than go to prison. The killings led to a daylong gunbattle that ended in the gunman&#8217;s death as well.</p>
<p>In March, San Juan authorities say two park rangers who were serving as guards at Puerto Rico&#8217;s Department of Natural Resources were gunned down by invaders who jumped a fence during an attempted robbery.</p>
<p>Two West Memphis police officers doing anti-drug work in May were shot to death by two men wielding AK-47s along an Arkansas interstate. The suspects were later killed in a shootout that injured the local sheriff and a deputy at a crowded Walmart parking lot.</p>
<p>In June, authorities say a man wanted for writing a bad check shot and killed two Tampa, Fla., police officers after he was pulled over at 2:15 a.m. one morning. And in August a man was charged with killing two officers who were chatting in front of his home in the tiny Alaska village of Hoonah.</p>
<p>&#8220;There is a more cold-blooded, brazen criminal element prowling the streets of America today,&#8221; Floyd said, suggesting that cultural and economic changes could be spurring the trend. &#8220;These people have a lack of respect for human life, and they don&#8217;t think twice about killing a cop. They pose a real threat to our law enforcement officers.&#8221;</p>
<p>The uptick in traffic deaths was particularly troubling, analysts said.</p>
<p>The research didn&#8217;t reveal what led to many of the traffic deaths, partly because local departments often don&#8217;t keep complete records those fatalities, said Floyd. But he said it suggests that more research is needed to investigate possible driver fatigue and distracted driving.</p>
<p>&#8220;We&#8217;re asking citizens not to talk and text on their cell phones, but we&#8217;re providing officers with laptop computers and cell phones and radios,&#8221; he said. &#8220;That means taking their attention from the road. Are we putting too many distractions in police vehicles?&#8221;</p>

<p>Atlanta &#8212; Rapper Gucci Mane, real name Radrick Davis, was arrested at the home of rapper, Waka Flocka, real name, Juaquin James. <a href="http://www.tmz.com/2010/12/16/waka-flocka-guicci-mane-police-arrested-georgia-prostitution-rappers-drugs-gangs-handcuffs-escorts/" target="_blank">TMZ</a> is reporting that weapons and marijuana have been found on the premises and that prostitution may be involved. Waka Flocka&#8217;s mom, Debra Antney told TMZ that the police were looking for evidence of gangs and drugs. Wacka Flocka has not been arrested but sources say he is being sought by police.</p>

<p>NEW YORK (AP)-– The New York Police Department is taking photographs of the irises of crime suspects along with their fingerprints and mug shots.</p>
<p>The NYPD says the images will be used to help avoid cases of mistaken identity. The process takes about five seconds. Suspects will be scanned using handheld devices when they&#8217;re arrested and again shortly before they&#8217;re arraigned to make sure the irises match.</p>
<p>The iris is a colored membrane that regulates how much light enters the eye.</p>
<p>Police say the packages of software, handheld devices and cameras cost $24,000 each and 21 systems will be used around the city.</p>
<p>Central booking in Manhattan started taking photos Monday. Brooklyn, the Bronx, Staten Island and Queens will get the devices later.</p>
<p>Police say the photos cause no damage to the eye.</p>

Police said Tuesday that the woman, whose name has not been released, admitted tossing doggie dung at the driver because she believed he was speeding.</p>
<p></p>
<p>Belmont Lt. Rick Santangelo said the woman initially contacted police last week and reported that she was walking her dog when she saw the motorist nearly hit a man on a bicycle.</p>
<p>Santangelo said the motorist contacted police the next day to report being struck in the face with dog feces.</p>
<p>The woman was charged with assault and battery with a dangerous weapon, vandalism to property and disorderly conduct.</p>

			<content:encoded><![CDATA[<p>SAN JOSE, Calif. (AP) A 15-year-old boy may press charges against a San Jose police officer after the uniformed motorcycle cop pretended to arrest the young man for having sex with his 14-year-old stepdaughter.</p>
<p></p>
<p>The teenager claims the officer&#8217;s rant and use of expletives and handcuffs was terrifying. He truly believed that he was going to jail, and now he wants the veteran policeman to feel the same fear, reports the Mercury News.</p>
<p>The boy&#8217;s parents, Paul Villarruel and Nicole Romero-Villarruel, came forward Friday and asked the Mercury News to release video that was secretly shot of the officer &#8220;arresting&#8221; their son.</p>
<p>In the video posted by the newspaper, the cop tells the unnamed teen it was &#8220;not a good thing that the person you had sex with is a cop&#8217;s daughter&#8221; and that &#8220;the district attorney will probably file charges&#8230;A cop&#8217;s daughter is not somebody you mess around with. You&#8217;re stupid.&#8221;</p>
<p>The officer reportedly went to the boy&#8217;s house after he learned that his teenage daughter had sex with the boy when he visited her during a baby-sitting job.</p>
<p>As a result of the Aug. 30 confrontation, the officer is being criminally investigated for possible abuse of power while attempting to scare the teen straight.</p>
<p>Tony Boskovich, an attorney representing the boy&#8217;s family, told the newspaper, &#8220;What right does he have to use his uniform, his gun, his handcuffs if all he is is a dad?&#8221;</p>
<p>On the other hand, Terry Bowman, the lawyer representing the officer, told the paper:  &#8220;Most people can understand how this father felt and why he did what he did. It is a shame if the young man&#8217;s parents lose sight of the importance of the message because they have chosen to focus on what the girl&#8217;s father was wearing.&#8221;</p>

Former Illinois State trooper Matt Mitchell is asking the state to compensate him for injuries from a crash in which he hit and killed two Collinsville sisters at triple-digit speeds.<br />

<p>Three worker&#8217;s compensation lawyers say they believe Mitchell could receive compensation for the injuries he received in a Nov. 23, 2007, high-speed crash that resulted in the deaths of sisters Kelli and Jessica Uhl and injured Kelly and Christine Marler, of Fayetteville.</p>

<p>Thomas Q. Keefe, a Belleville lawyer who represented the Uhl girls&#8217; parents, Kimberly Schlau and Brian Uhl, in a civil lawsuit against the State Police, called Mitchell&#8217;s claim &#8220;outrageous, but predictable.&#8221;</p>
<p>&#8220;This man has no shame. He has no shame when he recanted his plea of guilty. He has no shame when he insisted on the stand that he was not responsible for this crash,&#8221; Keefe said. &#8220;And he has no shame when he files for worker&#8217;s compensation benefits.&#8221;</p>
<p>Mitchell was driving 126 mph in busy day-after-Thanksgiving traffic on Interstate 64 near O&#8217;Fallon while sending and receiving e-mails and talking to his girlfriend on his cell phone moments before the crash. Mitchell was responding to an accident near Lebanon, but help already was at the scene of the accident where Mitchell was responding, authorities said.</p>

<p id="paragraph2"><span id="more-742345"></span>But the kind of humor circulating around the Wilton Manors Police Department might not be so funny to minorities, women or President Barack Obama.</p>
<p id="paragraph3">And the dozens of crude and offensive jokes being sent by e-mail are all coming from the police chief&#8217;s computer, reports the <em>South Florida Times.</em></p>
<p id="paragraph4">The e-mail scandal hasn&#8217;t resulted in disciplinary action yet, but it appears the Broward State Attorney&#8217;s Office is looking into the matter.</p>

<p>PHILADELPHIA (AP) — The Philadelphia Police Department has begun an internal investigation into the use of force on a man whose arrest was recorded by a bystander and uploaded to YouTube.</p>
<p>Police spokesman Lt. Frank Vanore says 29-year-old Askira Sabur tried to grab an officer&#8217;s gun Friday night before an onlooker captured an officer repeatedly striking Sabur with a baton on a West Philadelphia sidewalk.</p>
<p>The video shows Sabur being struck in the arms, back and head before he&#8217;s handcuffed. An officer also appears to briefly brandish a weapon at the gathering crowd.</p>
<p>Sabur&#8217;s attorney told WCAU-TV that Sabur never tried to grab a gun. Evan Hughes says Sabur suffered a broken arm and gashes on his head that needed to be closed with staples.</p>
<p>Sabur is charged with aggravated assault and related offenses.</p>

<p>BEAVERTON, Ore. – A homeless man who called 911 from the hot tub of a suburban Portland home and asked for towels, hot chocolate and a hug got arrested for trespassing instead.</p>
<p>Beaverton police say Mark Eskelsen called 911 from his cell phone, identified himself as &#8220;the sheriff of Washington County,&#8221; and asked for medical help. He later admitted he wasn&#8217;t the sheriff but informed the dispatcher he&#8217;d been &#8220;yelling for about an hour and a half.&#8221;</p>
<p>The man said in his Sunday morning call that he&#8217;d been in the water about 10 hours and his towels had gotten wet. As he put it, &#8220;I just need a hug and a warm cup of hot chocolate with marshmallows in it.&#8221;</p>
<p>The Oregonian newspaper says arriving officers arrested Eskelsen for investigation of second-degree criminal trespass and improper use of 911.</p>

<p>Last month, Weis called together reputed gangsters and gave them an ultimatum: end the killings or face federal prosecutors.</p>
<p>Weis says the message will spread to other gang leaders in the city. But critics say that&#8217;s not the way to go.</p>
<p>Illinois Gov. Pat Quinn says the focus should be on getting rid of guns, and one Chicago Alderman Bob Fioretti says Weis himself should not have been at the meeting.</p>

A 3-year-old boy received a shock Monday from a deputy&#8217;s taser. The deputy was actually trying to arrest a suspect in DeLand Florida.</p>
<p><span id="more-690615"></span><br />
When the deputy shocked the suspect, the electricity passed through to the child. It happened in the backseat of a car at the DeLand Citro gas station (see map).</p>
<p>It started as a traffic stop, but the situation changed when the deputy recognized a wanted man in the backseat of the car.</p>
<p>Medics checked on Keondrick Hancock on a stretcher in the back of an ambulance after his mother said he was shocked during a sheriff deputy&#8217;s attempt to arrest a wanted man.</p>
<p>&#8220;He&#8217;s inside of the car, shooting the taser with my baby inside the car,&#8221; said Toya Willis, the 3-year-old&#8217;s mother.</p>
<p>A sheriff&#8217;s deputy stopped the car Monday for having windows tinted too dark, but the deputy recognized Sylvester Hill, a man wanted for violating probation for beating a pregnant woman.</p>

<p>When Hill tried to get out of the car, Deputy Todd Smith grabbed his belt and was pulled inside. The 3-year-old boy, witnesses said, was caught in the middle of it all.</p>
<p>&#8220;He then proceeds to do the stun gun. The baby went to screaming and his legs were shaking,&#8221; eyewitness Leslie Hardison said.</p>
<p>The sheriff&#8217;s office, though, said Deputy Smith was in a dangerous position, dragged inside the car with his head wedged against the door frame.</p>
<p>&#8220;The deputy cannot allow himself to be incapacitated. The suspect was going for the taser and at one point gained control of the taser,&#8221; said Gary Davidson, Volusia County Sheriff&#8217;s Office.</p>

An NYPD officer who opened fire during a Harlem melee told fellow cops a suspect who ended up with 23 bullet wounds shot first.


"The guy shot at me," Officer Douglas Brightman told Sgt. Brian Duffy moments after the Aug. 8 shooting, a source said. "And I fired back."

<p>Brightman, who fired two 9-mm. bullets, was referring to Angel Alvarez, an ex-con who cops say wrestled away a revolver during a dispute with a rival and then started shooting.</p>
<p>Four cops then fired a total of 46 shots. Alvarez&#8217;s fight rival Luis Soto was killed, and three bystanders and two other cops were hit by gunfire.</p>

<p><span><span>A man drove a pickup truck loaded with ammunition into a suburban Dallas police station&#8217;s parking lot on Tuesday, set the truck on fire and exchanged gunfire with police, officials said. The gunman was the only casualty and died at the scene.</span></span></p>
<p>McKinney Deputy Police Chief Scott Brewer said the man was shouting as the truck became engulfed in flames and the ammunition inside began exploding. The still-unidentified gunman then began shooting toward the police station and there was a &#8220;brief exchange of gunfire,&#8221; Brewer said.</p>
<p>It wasn&#8217;t immediately clear how the gunman died.</p>
<p>Brewer said police had no idea why the attack occurred or whether the man planned the attack alone.</p>
<p>&#8220;We believe there is just one shooter at this point in time,&#8221; Brewer told reporters at McKinney City Hall. The police station sits amid a large cornfield near Collin College.</p>
<p>One building on campus was hit by bullets, but there were no injuries, said campus spokeswoman Lisa Vasquez. The college locked its campus down to students and staff for two hours after the shooting, and has blocked access to the public, Vasquez said. Patrol cars blocked street entrances to the police department building in McKinney, a suburb of about 127,000 people 30 miles north of Dallas.</p>
<p>Matt Payne told television station WFAA that he was driving to work with his wife and 10-year-old son when they saw a white truck on fire. He heard gunshots and saw a man standing in a field with what appeared to be a bulletproof vest and &#8220;some sort of semiautomatic rifle,&#8221; he said. A campus police officer appeared and there was more gunfire.</p>
<p>&#8220;I knew that I didn&#8217;t need to be there. We got out of there as quick as we could,&#8221; he told the station.</p>
<p>Department of Public Safety spokesman Tom Vinger said Texas Rangers, highway patrol and DPS aircraft were on the scene or headed to the area. Vinger could provide no further details.</p>
<p>The Collin County Community College District sent an e-mail alert to college staff and students shortly after 9:30 a.m. Tuesday warning that shots had been fired and that the central campus in McKinney was closed.</p>
<p>The e-mail said: &#8220;Shots fired. Campus on lockdown. Cops on the scene. Details to follow.&#8221;</p>

<p>Now, thanks to saved text messages, an attorney for Evans says new interim chief Ralph Godbee is not above reproach either because he had a romantic relationship with the same woman when he was deputy and a married deputy chief at that.</p>
<p>&#8220;These are messages from the current Chief Godbee to Monique from the period both before and during the time that they had a relationship.&#8221;</p>
<p>The text messages were disclosed to the mayor&#8217;s office several weeks ago they show not only a romantic relationship but potentially explosive revelations that sex was being used for power and advancement.</p>
