WASHINGTON — President Barack Obama said Thursday that “one of the largest relief efforts in our recent history” is moving toward Haiti as he continued to mobilize the U.S. response to the island’s devastating earthquake.

Obama said the U.S. government is initially directing $100 million toward the relief effort, a figure he said would certainly grow over the year. “This is one of those moments that calls out for American leadership,” he said.

The death of one American citizen from Tuesday’s 7.0-magnitude quake was confirmed, with three others known to be missing, said State Department spokesman P.J. Crowley. The State Department is not releasing the identity of the dead American, pending notification of next of kin.

Crowley said the U.S. embassy has made contact with nearly 1,000 American citizens in Haiti, only a small fraction of the estimated 45,000 Americans in the country.

The first U.S. Army infantry troops – a little more than 100 soldiers from the 82nd Airborne Division – are heading to Haiti, due to leave Fort Bragg in North Carolina later Thursday. The troops will find locations to set up tents and other essentials in preparation for the arrival of another roughly 800 personnel from the division on Friday.

They come on top of some 2,200 Marines, also to be sent, as the military ramps up what Secretary of State Hillary Rodham Clinton called “a full court press” to provide earthquake relief in the form of security, search and rescue, and the delivery of humanitarian supplies. Obama said more than a half dozen U.S. military ships also are expected to help, with the largest, the aircraft carrier USS Carl Vinson, arriving Thursday, and the Navy hospital ship USNS Comfort also deployed.

But, aware that mishandling disaster can quickly become a liability for a president, he warned pre-emptively that it will take hours “and in many cases days” to get the full U.S. relief contingent on the ground, because of the badly damaged roads, airport, port and communications.

“None of this will seem quick enough if you have a loved one who’s trapped, if you’re sleeping on the streets, if you can’t feed your children,” Obama said. “So today, you must know that help is arriving. Much, much more help is on the way.”

As a start, the president said the U.S. military has secured the severely damaged airport in Port-au-Prince, preparing it to receive round-the-clock deliveries of heavy equipment and emergency supplies being flown in from the United States and countries around the world.

Sensitive to questions about whether the U.S. would need – or choose – to essentially take over Haiti’s now almost-nonexistent civil and governmental structure, the State Department spokesman stressed that U.S. troops sent to Haiti will be under U.S. command but there to augment and support the United Nations mission.

“We’re not taking over Haiti,” Crowley said. “We are helping to stabilize Haiti, we’re helping to provide them lifesaving support and materiel and we’re going to be there over the long term to help Haiti rebuild. But, the key is: we are maintaining constant contact with the Haitian government even given the difficult situation. What we’re doing is following the priorities that the Haitian government has outlined for us.”

Appearing on morning network news shows after cutting short an overseas trip, Clinton said it’s still too early to make a firm estimate of the number of deaths. But she said officials know that approximately 3 million people have been affected and that “tens of thousands, we fear, are dead.”
Clinton noted that the small Caribbean country was still recovering from the damage wrought by last year’s storms, with help from Washington, the United Nations and other countries.

She said “this is going to be a long-term effort,” from saving lives and providing food, water and medical supplies, to beginning the reconstruction process. Clinton appeared on ABC’s “Good Morning America,” CBS’s “The Early Show,” and NBC’s “Today” show.

Clinton advised people worried about relatives living in Haiti to call a special information number at the State Department – 1 888 407 4747, which is the operations center there. Obama directed people to go to http://www.state.gov for information about missing loved ones.

Obama also implored individual Americans to donate to the relief effort, saying they could get information on how to do so through the White House Website at http://www.whitehouse.gov.

Obama said Americans are being evacuated as quickly as possible. Crowley said 164 Americans have been airlifted out, including 42 non-essential officials and employee family members and 72 private citizens who were taken out on Coast Guard C-130s. Another 50 private citizens left on an Iceland Air flight. There are 360 Americans registered to leave on evacuation flights that will continue today.

“We will not rest until we account for our fellow Americans in harm’s way,” Obama said.

The president also said he has directed Vice President Joe Biden to travel to South Florida this weekend to meet with members of the Haitian-American community and responders.

    People here in America are losing their jobs & homes. Where is there support when do kicking in restore this fallen nation. Its people right here from the state of New Orleans who has lost their homes from the hurricane that destroyed their state. When do they receive recovery? Yha good job Mr. PRESIDENT. He gives his word that’ll fix all Bush’s mistake. But here is making the same mistake.

People need to realize that United States never dealt with Haiti without a kicker.Therefore, this so called $100M relief will be added to the taxation and exploitation that the US has on HAITI all this years, and that’s added to the reparation Haiti has to pay to France and the loan to UN. This is a larger blow to the island, which will result in a longer term poverty.

    How come we never heard of of our people from Cuba, Suriname, Bahamas, Venezuela, Brasil, JAmaica etc.sending their finest to Haiti and actually helping in all facets.

    Venezuelan President Hugo Chavez ordered the immediate deployment of the aid team on Tuesday comprised of doctors, engineers, search and rescue specialists, and civil protection officers, as well as urgently needed food, water, medical supplies, and rescue equipment. Chavez said Venezuela would send further aid and supplies.

    Cuban Foreign Minister Bruno Rodríguez Parrilla gave a detailed explanation of the situation of Cuban cooperation workers in the sister Republic of Haiti after the terrible earthquake that occurred on Tuesday. 403 Cuban cooperative personnel, 334 of whom are working in the heath sector as doctors and paramedics,” in the devastated country.

    . . .My point is I give Obama for PLEDGING to give $100 million, but thats not what our people in Haiti need right now. There’s no food, water, homes, medical assistance, medicine, and clothes. However, I am more proud of our own people from other countries that are helping our folks in Haiti with what they needed the most.

    martiemarv, You know WE are going to catch some ‘backdraft’ for these comments but I was thinking the SAME thing when I read the article. Now dont get me wrong…I would not wish this tragedy on anyone, friend or foe. The people of Haiti have a LONG road ahead and they really havent begun and I truly wish them the best. My parents and myself donated money to the redcross this morning…

    NOW here is my ‘chagrin’ with this situation…As martimarv stated…What about US over here? I have A LOT of family in the south that was affected in different states by Katrina, over 23 of my family members were affected in the state of LA alone…THEY STILL HAVE NOT RECOVERED THEIR HOMES! NO INSURANCE has kicked in for them YET! There are STILL Katrina ‘refugees’ living in neighbooring southern states..so my question is…How in the hell did we find 100 million to aide in their rescue and we still have refugees here! The state of CA is BROKE/BANKRUPT, I know 6 people who have been laid off due to the economy, 4 schools have closed due to lack of funding for payment of educators, school grants/loans,financial aide have been haulted due to the economy, foreclosures, a spike of 47% in the homeless was recorded as of 09/2009…I’m sorry to the people of Haiti, members of the families, but I am all for SELF, meaning where I RESIDE should be well taken care of before I help someone else..This is BULLSHYT on the part of the gov’t once again! And no, im not blaming this on Obama alone, no, pinocchio (PUPPET!) has to do what he’s told…SMH @ the fact of the US helping other countries and NOT their own…How can a man win the NOBEL PEACE prize for doing NOTHING for his own..I cant seem to understand that one…

    I truly overstand what you just expressed. I was just focusing on Haiti because of the media coverage and the tragedy that just occurred.You and I both know we can go back and forth regarding the poverty level in this country and the oppressive system, but we also know that Obama and his cohorts could careless because of the economic and political implication that comes with it.

    Like I have mentioned, we get blinded easily to what Obama supposedly is doing . Yet, the our people in other countries are not getting their shine when they are doing it without political agenda.For example, when Katrina happened. How many people knew that Cuba was sending over 2500 doctors to help our people out in LA? however, the US government wont let them not just because they are a communist country because they knew that the statement that was put out by Fidel Castro said to help our brother and sisters has a great political clout on us.

    With that being said, the economy of this country is going to get worst especially that China is pushing for the change of the international monetary economic standard from the dollar to something else. there will be another bubble that will burst real soon, and believe me if that doesnt wake up us up then I dont what will.

    You are missing the point bro. That money is much needed in Haiti. The money is to be used for Haiti to rebuild its infrastructure. Did you hear that there was a hospital collapse? I’m sure it wasn’t the only thing important to collapse. You don’t think the U.S. is sending food and and other necessities along with the money? Your criticism of our government at this time of need is misguided. Our president is showing leadership and concern to help our brothers and sisters in Haiti. Don’t discount that.

    First of all, I understand all of that.Do you even understand why Haiti is poor? My friends dad was exiled by Duvalier because he was for the his people and country being independent from control of France, UN and US.Thats because Haiti’s been paying reparation to the above countries and the UN. Every time the US give Haiti money, the US heavily taxes the country. DO you really tink this $100 million will only help Haiti for the better? for now yes,rebuilding is great, so youre trying to tell me the Valenzuela, Brasil, Cuba,South Afrika, Muslim countries and others cannot give Haiti the same amount of money without exploiting them? Ge the hell other here. I feel for our brothers and sisters out there, but the country and the people need to be renuild with a new beginning not continue tha same path that theyve been on for centuries.

    Oblahblah is giving $100M in aid to Hati…ok,what about the people STILL homeless & needing aid in New Orleans (born/raised, been back, seen it)? Where are the promised jobs his stimulus package was supposed to create? People right here in the U.S of A are suffering & Oblahblah is doing the Political Grandstand, getting his big-eared mug (AGAIN) in front of the camera (his second home).     im with cali….our government needs to focus on the f**ked up country we live in before we try to fix someone elses….i think we need the 100 million more than haiti does….sorry to be selfish but its not like NO ONE is donating to haiti….everyone is…so the 100 mil is a little over the top….once that 100 mil goes to haiti all our taxes will rise….and then what? we are f**ked even more….poverty will rise….employment will rise…the housing crisis will get worse….we need to stop handing out money like its chump change when no one ever pays us back and no one helps us when we are in need….

Do you know Obama pledged to strengthen our foreign policies when he was running for president? FYI, this is apart of the foreign affairs. You will rather see him take all the Haitians as refugee in U.S. or send them money to rebuild? BTW, @ CaliFemme23, it is our responsibility to assist our western Hemisphere counterparts; just so you know.
