A newly leaked video showed a Balch Spring police sergeant tasering a handcuffed Black man nearly a year before the department fell into more controversy with the shooting death of teen Jordan Edwards.

The ex-officer used excessive force, and his department failed to provide proper training and oversight, the lawsuit says.
