Officer Betty Shelby

OKlahoma police officer Betty Shelby --- who fatally shot Terence Crutcher in September 2016 in Tulsa and was charged with manslaughter --- blamed him for his own death and said "race was not a factor" in a new "60 Minutes" interview.

Tulsa police claim Terence Crutcher was on PCP, had a vial of the drug in his car, and the officer who shot him meant to pull her taser.
