PHILADELPHIA – Philadelphia police have identified a young woman who may be the third victim of the Kensington strangler, and have released enhanced footage of the man police think may be connected to these crimes.

Casey Mahoney, 27, of East Stroudsburg, Pa., was the victim of a manual strangulation on Wednesday afternoon on East Tusculum Street.

Early Thursday evening, Philadelphia Police Commissioner Charles Ramsey announced that Mahoney was found in a lot and may be a victim of the Kensington Strangler.

The autopsy confirmed Mahoney was sexually assaulted and was strangled. Police also retrieved DNA from the victim.

Once that evidence is analyzed, police will know if the victim was the work of the strangler. But the location of the crime and the method of death is similar to three other attacks in the same area.

This case has now been turned over the task force led the local cops and the FBI, which is investigating the two other homicides that have been linked by DNA.

Police told Fox 29’s Dave Schratwieser that the latest victim has a record in five other states involving arrests for prostitution and drugs.

Fox 29 spoke to a block captain in Kensington who said that despite the heavy police presence, many residents do not feel safe.

Philadelphia Police released surveillance video last week of a suspect wanted in connection with an aggravated assault in Kensington that may be tied to the first two other strangulation deaths.

A fourth assault occurred on Dec. 6 at 2:10 a.m. on the 1800 block of East Sergeant Street, and police released the video last week.

That victim survived an attack and she was strangled, punched and hit in the head with a brick. During the struggle, the suspect also attempted to stab her with a pair of scissors, police said.
