The child withered in poverty tied to a bed at times and repeatedly being drugged by her parents.
The death of Marchella Pierce produced four arrests and put the spotlight on New York’s child welfare agency, the ACS.
Just this week, Charles J. Hynes, the Brooklyn district attorney, is convening a grand jury to explore the failings of this agency in monitoring Marchella’s living conditions.
