pentagon-pictureBAGHDAD — The U.S. Defense Department is unable to properly account for over 95 percent of $9.1 billion in Iraqi oil money tapped by the U.S. for rebuilding the war ravaged nation, according to an audit released Tuesday.

The report by the U.S. Special Investigator for Iraq Reconstruction offers a compelling look at continued laxness in how such funds were being spent in a country where people complain basic services like electricity and clean water are sharply lacking seven years after the U.S.-led invasion that toppled Saddam Hussein.

The audit found that shoddy record keeping by the Defense Department left the Pentagon unable to fully account for $8.7 billion it withdrew between 2004 and 2007 from a special fund set up by the U.N. Security Council. Of that amount, Pentagon “could not provide documentation to substantiate how it spent $2.6 billion.”

The funds are separate from the $53 billion allocated by Congress for rebuilding Iraq.

The report comes at a critical time for Iraq, which four months after inconclusive elections squabbling political factions have still not agreed on a new government.

Despite security gains made since 2008, bombings remain near a daily occurrence that compound the frustrations and fears of Iraqis increasingly weary of the political crisis – one many say reflects how the country’s politicians are more interested in their own interests than those of the nation.

The continuing impasse was highlighted on Tuesday when Iraqi lawmakers gathered for the second time this month only to indefinitely postpone the parliamentary session because there was still no decision on the new government.

Acting speaker Fouad Massoum told reporters that the postponement was designed to give the political blocs more time to discuss contentious issues and agree on the distribution of positions in the new government.

“With every delay, the suffering of the Iraqi people and security risks are increasing,” lawmaker Salman al-Jumaili told reporters, criticizing the move.

The U.S. audit is unlikely to do anything but further stoke that frustration felt by Iraqis who continue to suffer from poor infrastructure despite the billions spent.

The audit cited a number of factors behind the inability to account for most of the money withdrawn by the Pentagon from the Development Fund for Iraq.

It said most of the Defense Department organizations that received DFI money failed to set up Treasury Department accounts, as required.

In addition, it said no Defense Department organization was designated as the main body to oversee how the funds were accounted for or spent.

“The breakdown in controls left the funds vulnerable to inappropriate uses and undetected loss,” the report said.

Calls to Iraqi officials for comment went unanswered.

The Defense Department, in responses attached to the audit, said it agreed with the recommendations laid out in the report about establishing better guidelines for monitoring such funds, including appointing an organization to be responsible for overseeing such funds mostly likely by November.

The audit found that the U.S. continues to hold about $34.3 million of the money even though it was required to return it to the Iraqi government.

The audit did not indicate that investigators believed there were any instances of fraud involved in the spending of these funds.

The DFI includes revenues from Iraq’s oil and gas exports, as well as frozen Iraqi assets and surplus funds from the now-defunct, Saddam Hussein-era oil-for-food program.

With the establishment of the Coalition Provisional Authority, which ran Iraq shortly after the start of the U.S. invasion in 2003 until mid-2004, about $20 billion was placed into the account.

The Iraqi government had agreed to allow the U.S. continued access to the funds after the CPA was dissolved in 2004, but it revoked that authority in December 2007.

In other developments, seven people were killed in a series of bombings and apparent assassinations in Baghdad and Mosul, a northern city where al-Qaida is believed to still have a strong presence. Among those killed were two women shot dead in their home by gunmen and a Baghdad electricity official who died of wounds sustained after a morning roadside bombing.

    Does anyone on this PLANET have a SINGLE valid reason why we should still have tens of thousands of servicemen and servicewomen in Iraq or Afghanistan?

    Just one coherent reason that doesn’t involve oil…(I’ll wait)

    Cosign with Johnny_Walker…Dude, think of all of those tax dollars that could be used for helping the unemployed people get retrained, reemployed and re-established back into the mainstream. What about all of those homes that were foreclosed because homeowners didn’t get a bailout like the big banks/corporations? All of our tax dollars that are being used against us by the Taliban and Afghanis, especially when they take our money and kill when U.S. service-members? Not British, Pakistani, or French tax dollars. “Our” tax dollars.

    check dick chaneys back pocket or audit haliburton. i have a few reasons y the military is still deployed (theories only).

    there are so many contractors involved in our military, its hard to tell whos who anymore. its so privatized, i’d bet obama was surprised at some of that leaked information. when u loose 9 bil like change in ur couch, u have the right to yell out the coupe “ballin!!”.

    big pharm can get their RAW materials for cheaper, without making south america rich. afghan is one the highest producers of that girl and boy in the universe and baby boomers are going to need cheap drugs.

    the workers who design, build, and test these weapons of mass destruction dont know haw to make anything else. weapons we dont even NEED for this war, like submarines are made because the southern states have no other job options. no politician from thos states are going to want an end to this war.

    population controll is another. the neo con way of viewing the resources of this planet is that everything is finite, so its hungry hungry hippo for the oil, diamonds, lithium, gold…none of which we have a surplus of here. its less people on both sides share the wealth with.

    if we’re in a depression, look to the industries that arent depressed, they are the ones who arent for world peace.

    @Infinite_question. The real question here isn’t where that money is but rather, what is this administration doing about correcting this ongoing problem? Ok, we know you will find a way to link this to Reagan and Bush, but what is this Admin doing about it???? I thought he came in saying he was going to change Washington. So far, there has been no transparency, no reduction in the lobbyist influence, 4 banks remain too big to fail, NWO/NeoCon policies still firmly in place.

    @Mr_Nanastroker, you already know, that if they are reporting 9B the real number is probably 3x that! Contractors are making a KILLING over there. I was just talking to a guy who has been in Iraq for the past 2years and the Fraud and waste that is blatantly going on there is absolutely ridiculous, and it hasn’t changed in the past 2 years. But I guess BHO needs more time, right?

    i would say we wouldnt know anything about this under the bush administration. they still havent owned up to 911, that was almost 10 years ago. the very fact that we are finding all this info at our fingertips is proof of change. blaming obama is not the answer to everything. the people who elected him must do our part because the media is corporatley owned.

    Lol @infinite_question. Are you suggesting, that you didn’t know anything about the waste and fraud and missing $$$ in Iraq prior to 2008? If you’re serious, then I will leave it at that, but I find it hard to believe that a brother who clearly stays on top of current events and watches LOTS of liberal television, didn’t hear about this kind of waste until now. Brother, you are trying to give this current BHO admin far too much credit. For the record, I’m not blaming BHO, or more appropriately, his admin, my position is if you’re a firemen, it doesn’t do me any good, if you’re telling me my house is on fire, but you’re not trying to put it out!

    BHO is great at detailing the problems, but his admin’s policies that should be SOLVING them is at best non-existent, and at worse, allowing them to continue and/or increase in magnitude.
