Nigeria on Monday signed a deal worth almost a billion dollars with a state-owned Chinese engineering firm to resuscitate part of its dilapidated railway system, the transport minister said.

The 875-million-dollar (588-million-euro) contract was signed by Transport Minister Ibrahim Isa Bio and the managing director of the China Civil Engineering Construction Corporation (CCECC), Zhou Tianxiang, in Abuja.

The deal constitutes the first phase of the country’s railway modernisation plans.

As part of it, a railway track will be rebuilt between the administrative capital Abuja and the northern city of Kaduna — a distance of roughly 200 kilometres (125 miles) — over the next three years.

The Chinese government has granted Nigeria a concessionary loan of 500 million dollars for the project.

There are also plans to reconstruct a 1,315-kilometre track between Lagos, Nigeria’s commercial hub in the southwest and the northern city of Kano.

Once the pride of the nation, Nigeria’s railways have, like much of the rest of the country’s infrastructure, crumbled over the years.

Nigeria has a network of thousands of kilometres (miles) of narrow-gauge single track lines, covering nine of the country’s 36 states. Most of its locomotives broke down long ago.

The only passenger service still operating in the country takes two hours to link central Lagos with Ijoko, a small commuter town less than 30 kilometres (20 miles) away.

    China needs to step away from the continent, and worry about their issues in their own country. This is another way of neo-colonialization and economic exploitation from China as the US is trying to do the same. Another Cold War or WW is coming real soon, and Afrika will be in the losing end. We need to pressure China to divest out of Afrika.

    They already have the most major stock in gold and diamonds, and im pretty sure the oil market as well is being dominated by them. The U.S. is like Cat Burglars waitin to steal something too, Feed the Children aint workin out for them any more. Between them and China and the price of oil they the ones who punishing our dollar value by driving up the price cause they dollar value is better then ours, so we are in a losing economic battle trying to stay in competition with them.

    China is doing what all the industrialized nations in this world wish to do. That is control the natural resources of the continent, which are still the most fertile and plentiful in the world. Its unfortunate, that with all the natural resources available, the indigenous people are unable to harness and use them for the benefit of the people. They are fully reliant on others to come in, design, build, own and operate most facets of the economy and in this case, a major piece of the infrastructure. Some of these Free Trade Zone agreements that have been signed in Nigeria are sickening (see: Lekki FTZ agreement). Its sad to think about the things you have to do, when you are unable to do for self!

    I hear you. However, exploitation is exploitation. Three years ago, the western countries made over $125 billion profit from the extracted resources from the continent. I believe last year was little higher about $150 billion profit. However, our people in the continent doesnt see any of this money at all not even two quarters to rub together. China and the US profit from the Darfur genocide. The EU is in Morocco and all over the Sahara desert to create a green wind energy that is transported to Europe, and the Afrikans are getting charge more money to use their grids when this crakkas are using our people’s land and resources.You already know about Blood Diamonds, rubber, and other minerals.The food supply of Britain all comes from the continent.yet, hunger and famine is prevalent in the continent. Ghana supply half of the cocoa to make chocolate.However, Ghana is not reaping the profit because of the UN, IMF and WOrld Bank loan exploitations. The problem is the crumbs that are relayed down to the governments of the Afrikan nations except for Guinea are run by puppet governments, whom are corrupt. I mentioned except Guinea because it is the only country in the continent that is self-run without the backing of any outside entity. We need to do exactly what Grandmaster Teacher Marcus Garvey did. To take control of black land all over the globe. If our brothers in Latin America like Hugo Chavez can control the land and its resources, and cut off all the private corporations out of Venezuela and make them public entities. I believe it is possible it can happen in the continent.

    Yeah but coming to a mutual understanding and avoid getting killed by the hired guns of the oppressors, is gonna be a whole new ball park.

    The rules to the sanctions game that they play factors alot into this, alot of those imported companies, bosses have declared themselves citizens of Africa, so they can reap the reward of the land. It would take a powerful movement on the part of our educated modernized citizens to go and make an impact on that measure to counter-act what they are so accustom to. We gone need some missles cause we would have to kill some of our own to survive thru this. These crakkkas dangerous

    I just have a few questions about the language used, such as “concessionary loan of 500 million dollars for the project” as in both parties met agreed upon some terms to get the money. Simple enough. I would like to know what would Nigeria have to give-up or allow to happen for that money to be given?

    Also note if the rail company is state owned i.e. owned by the Chinese government and the loan is given by the Chinese government. The deal appears to be too convenient. The Chinese gov’t along with Europeans, Arabs have been trying to exploit the wealth of Africa for centuries. This appears to be much of the same.

    Note in the last 3-4 years Africa has been getting a lot of foreign investment in the form of urban renewal such as Senegal, Nigeria, Cameroon, Sierra Leone, Liberia, Kenya. You have to ask yourself why all of a sudden?

    Furthermore after the rail lines are built who will maintain the rail services? Will it be Nigerian-based companies who are tasked to maintain and operate it or will it be the Chinese gov’t who built the rail line? So the Nigerians will repay the loan and possibly have to pay the Chinese gov’t to operate it. That’s opposed to having the knowledge to build and maintain their own rail lines, thus saving a lot of money and less politically compromising.
