The 29-year-old mother of three was spotted by another motorist as she sped down the highway.  The unidentified driver followed Bowen then called police.  When officers stopped the Hawthorne resident, they found that not only was she not wearing a seat-belt but her 2-year-old son was in an unsecured car seat in the rear.  Bowen’s 4-year-old daughter, who was sitting next to the toddler was also not restrained.  The young mother had her one-year-old in her lap and was boldly still holding her cell phone when police walked over to investigate the situation.

This most current run-in with law enforcement is pretty routine for the irresponsible mother.  Reportedly, Bowen, who was taken into custody for this latest incident, was already serving five years of probation for a child abuse charge she pleaded no contest to in 2010.She was also driving on a suspended license. The California Department of Motor Vehicles had violations for Bowen that have run the gamut since 2009, reports the Los Angeles Daily News.  In addition to a previous citation for cell phone use and not restraining herself or her children while operating a motor vehicle, Bowen has a long list of violations recorded by the California Department of Motor Vehicles that date back to 2009.

Police have repeatedly ticketed Bowen during traffic stops for such violations as having a defective windshield or rear window, having no insurance, failing to use her safety belts, failing to use child restraints, failing to stop behind a limit line, making an illegal turn against a posted sign, driving with defective lighting equipment, driving with a missing license plate and driving with a suspended license. Bowen always failed to show up for her court dates, according to the Los Angeles Daily News.

For this latest incident, she was arrested on suspicion of child endangerment and her bail was set at more than $131,000. The three children were taken and placed with the Department of Children and Family Services.
