Like LBJ, Jimmy Carter evolved on his stance on the issues of Civil Rights. Affirmative action begins to be challenged under Carter’s administration but overall he is seen favorably by most African Americans. Similiar to today, outside factors (then oil, now covid effects) raised inflation and became one of the reasons American voters were willing to consider new candidates for the 1980 election. Ronald Reagan is back after his 1976 loss and questions the American public during a debate “Are you better off now then you were four years ago”.
